Our client, one of the largest semi-government organizations in the region, is seeking an experienced HR Payroll Manager

Our client, one of the largest semi-government organizations in the region, is seeking an experienced HR Payroll Manager who will be responsible for overseeing all aspects of payroll processing and ensuring accurate and timely payments to employees. Additionally, you will play a key role in manpower planning, forecasting staffing needs, budgeting, optimizing workforce utilization, and ad hoc support to Compensation & Benefits Manager. You will collaborate closely with HR, Finance, and other departments to streamline processes, maintain compliance, and support the company's strategic goals. This position is an onsite permanent role.

Key Responsibilities:
  1. Payroll Management:

    Coordinate with HR to collect and verify employee data, including timesheets, leaves, bonuses, and other compensation-related information. Ensure accurate and timely payroll processing for all employees, including salary, wages, overtime, and deductions. Review payroll reports for accuracy and compliance with company policies and legal regulations. Respond to employee inquiries regarding pay, deductions, and related matters.
  2. Manpower Planning:

    Collaborate with department heads to forecast staffing needs based on business goals and objectives. Analyze workforce data to identify trends, gaps, and opportunities for optimization. Develop and implement strategies to improve workforce utilization, including hiring plans, training initiatives, and talent retention programs. Monitor and report on key performance indicators related to workforce productivity and efficiency.
  3. Budgeting:

    Manage the budgeting process for payroll and workforce-related expenses. Develop annual budgets for payroll, benefits, and other compensation-related costs. Monitor actual expenses against budgeted amounts and identify variances. Provide financial analysis and recommendations to support workforce planning and cost management decision-making.
  4. Compliance and Reporting:

    Stay up-to-date with labor laws, tax regulations, and industry standards related to payroll and manpower planning. Ensure compliance with statutory requirements, including tax filings, social security contributions, and other payroll-related obligations. Prepare and submit payroll-related reports to management, finance, and regulatory authorities as required.
  5. Process Improvement:

    Identify process improvement and automation areas within the payroll and manpower planning functions. Work with cross-functional teams to implement new systems, tools, or technologies to enhance efficiency and accuracy. Conduct regular audits and quality checks to maintain data integrity and mitigate risks. Support in implementing Compensation & Benefits across the organization
Qualifications:

Minimum of 15 years of experience in payroll, budgeting, and manpower planning, preferably in a managerial role. Excellent Excel skills. Strong analytical and quantitative skills with proficiency in data analysis and reporting. Excellent communication, interpersonal, and negotiation skills. Ability to handle sensitive and confidential information with discretion. Familiarity with UAE labor laws and regulations is a must.
