Job Purpose

The purpose of the role includes:

  • Execute Projects Audits = Execute risk based internal audit reviews on capital projects and Urban Planning activities, and any other special reviews that are part of the Internal Audit mandate.
  • Support the Director of Internal Audit in Planning Projects Audits = Participate in the Internal Audit planning exercises according to the Internal Audit methodology of AD Ports.
  • Support the Director of Internal Audit in Risk Assessment Exercises = Participate in the risk assessment exercise by helping identifying risks and evaluation of controls.
  • Prepare Internal Audit Reports &Maintain Compliant Audit Working papers = Prepare internal Audit reports according to the Internal Audit methodology and maintain working papers that are compliant with Internal Audit and standards.
  • Key Responsibilities
  • Execute audits over AD Ports capital projects as per the Internal Audit plan and directions of the Internal Audit Director of EC & FZ.
This includes mainly performing the activities below on a sample basis as Directed by the Internal Audit Director:

  • Review Projects Progress Reports.
  • Review the adequacy of the Baseline Project Schedule, scoping, Schedule Change Management Process, and accuracy of time to complete assessment.
  • Review the adequacy of Project time to complete assessment, baseline deviations and independent risk based quantitative forecasts of completion timeline.
  • Accuracy of completion forecasts and critical activity reporting.
  • Review of the baseline in line with the agreed contractual durations and milestone dates.
  • Review of milestones identification in the baseline, tracking, monitoring, revision/mitigation and reporting periodically in the weekly and the monthly reports.
  • Review of Extension of Time claims assessment process and process compliance and delay impact analysis.
  • Review of the design management, design documentation and record keeping as per the design stage gate processes.
  • Review Comprehensiveness of Project budget, utilization, and cost to complete forecast process adequacies.
  • Review of the quantitative risk assessments done for the contingency and management reserves.
  • Key Interaction
  • Review Project control budget and annual cash outflow which includes Contractors/ Subcontractors/ Vendors planned billables.
  • Review Project budget S-Curve and monitoring and updating frequency
  • Review of the Payment certifications against contract terms and supporting documentations including work done certification, quality certification, material purchased/used, duplications, etc.
  • Review of contractor identification and prequalification process
  • Review the tendering/ PO documents, submission of required Pre-Qualification documents for vendor and contractor empanelment's.
  • Review of contractor bid/rate evaluation, finalization and award process for high value contracts including the technical and commercial evaluations.
  • Review the preparation of comparative statement, conducting and documenting negotiation before finalization of the contract for high value contracts.
  • Review the Post Tender Clarifications (PTC)/ clarifications issued and review the offers initially received based on Contractors Understanding and the changes in the offers received.
  • Review required approvals as per the DoA during the procurement and tendering stages and justifications in case of Single sourcing if any.
  • Review the Comprehensiveness of the Bids/rates submitted by the tenderers/ suppliers.
  • Review the Vendor data base management including the Vendor/ Bidder registration process and mandatory documents collected as a part of the same such as NDA, Conflict of interest etc.
  • Review the Vendor/ Contractor's Performance Evaluation.
  • Review the procurement schedule as per the Baseline Schedule.
  • Review Compliance With Delegation of Authority in Projects.
  • Review Projects Processes, Policies and Procedures.
  • Review of Change Management Process / Variation Orders and process compliance along with contractual entitlement of Variations, Rate Analysis, Comparative quotations, benchmarking, and other process compliance.
  • Review the Claims Management process / claims tracker maintained by the department and review compliance to contractual terms.
  • Review the Project Risk Management system and reporting.
  • Review HSE/ Quality Management plans and processes.
Required Qualification and Experience

  • Bachelor's in civil or architectural Engineering
  • Experience in Real Estate Development & Construction
  • Experience in Internal Audit is a Plus (Not a must)
  • Excellent Written and Spoken Arabic & English is essential.
  • 10+ years of relevant experience
  • Relevant experience in commercial and technical management of construction projects and civil infrastructure. This includes project controls, contract management, procurement and project management.
