Role: Human Resource Manager
Location: Dubai, United Arab Emirates
Reports to: Head of Human Resources
Job Purpose:
To drive, set up, and manage the compensation and benefits-related activities including research, development, and administration of compensation and benefits programs that provide highly competitive rewards for employees. Manage the development and maintenance of the HR Information System (HRIS) to ensure the organization is aligned to the market in terms of remuneration and to enable effective management of employee and HR information through the system.
Key Responsibilities:
Compensation and Benefits

  • Lead the implementation and maintenance of the organization's grading structure through consistent application of the approved job evaluation methodology to ensure fairness and internal equity between jobs across the organization.
  • Lead regular compensation benchmarking exercises through surveys and market positioning, obtaining first-hand data on aspects of CPI, and creating a remuneration structure with data sets to present to the Executive Committee/ Board for approval, to ensure that the reward policy and practice is continually competitive against the market.
  • Review the compensation and benefits framework in line with changes to government policies and procedures as well as business needs and strategic objectives.
  • Ensure the implementation and assist in the development of performance-related pay schemes to drive a performance-based culture and reward high-performing employees.
  • Develop and update the employee salaries and promotion process and provide necessary amendments to ensure it complies with the established and approved levels and positions.
  • Recommend to the line manager changes in insurance coverage and administer the cover from time to time to ensure the interests of the organization and the employees are balanced and met.
  • Administer the HR inputs to payroll and ensure that any related matters are resolved timely in order to ensure all salaries and payroll processing is completely timely.
Budgeting
  • Liaise with the Head of departments on new headcounts and promotion proposals. Analyze the recommendations and challenge them if necessary.
  • Solely responsible for maintaining the annual payroll budget. It is discussed with the Head of HR and COO. Alterations can be proposed and integrated into the budget. The final proposal is prepared and given to the Head of HR for Remco and Board approval.
  • Recommend options on salary increments and benefit increments according to the market data analysis. Liaise with the Head of Finance on reallocation of funds if necessary. Forecast the new headcount, promotionschanges to benefits, and increases to non-financial benefits (medical, life insurance, visa costs, etc) are forecasted and integrated into the budget.
  • Prepare analysis, charts, options, and impact on budget for the Head of HR and COO.
  • Prepare individual communication to employees (individual letters and TRS statements).
  • Liaise with the Head of Finance throughout the year to make sure the budget was realistic and plan the forecast budget accordingly.
Performance Management
  • Manage the implementation of the performance management and appraisal process to ensure that all employees are assessed fairly and objectively, with a clear line of sight between individual performance goals and organization-wide strategic goals and objectives.
HRIS
  • Manage the HRIS, incorporating proposals for change arising from management, employees or HR and act as the Subject Matter Expert on all aspects of the system, liaising with the IT department and system provider and training provider for HR and employees.
Collaboration
  • Develop and maintain strong relationships with external entities including insurance brokers, consultants, etc. for compensation and benefits-related works in order to ensure that these relationships continuously serve the organization's best interests and support the achievement of the HR strategy.
HR Projects
  • Contributes to HR projects and occasionally takes a project management role on projects like the job evaluation exercise, to ensure these projects are completed on time and within budget.
Policies, Systems, Processes, & Procedures
  • Implement departmental policies, systems, and procedure so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.

Requirements:
  • Bachelor’s degree in human resources or business administration with preferably a relevant HR professional qualification.
  • 6 - 8 years’ experience as a human resource professional in a highly developed HR environment.
  • Experience in remuneration work.
  • Experience in financial services is preferable.
  • Thorough knowledge of remuneration theory and practice.
  • Strong analytical and data management skills. Ability to take the initiative, think creatively, and solve problems.
  • Good knowledge of Microsoft Office applications.
  • Ability to set and meet deadlines.
  • Ability to clearly and articulately communicate and present ideas verbally and in writing.
  • Strong interpersonal and empathizing skills.
