Tendering Manager Scope of Services include the below:• The Tendering Manager shall prepare a Master Procurement Schedule that identifies works packages that must be procured.• The Tendering Manager must prepare and propose to ALDAR an appropriate procurement strategy for the Project, including engagement of any further Tendering Managers, including Design Tendering Managers.• Following approval by ALDAR, the Tendering Manager shall oversee and manage the procurement process.• The Tendering Manager must prepare and propose to ALDAR an appropriate bidders list, including engagement of Aldar Internal stakeholders.• Following approval by ALDAR, the Tendering Manager shall issue Expression of Interest (EOI) and manage the EOI process, including preparation of the Bidders recommendation report for Aldar Approval.• The Tendering Manager shall see that the Pricing Schedule or Bills of Quantities is in accordance with the current approved design and approved Procurement Strategy.• Review and check the Pre-Tender Estimate prepared by the Cost Tendering Manager in advance of tender returns.• The Tendering Manager shall collate, compile and issue complete tender package to Bidders in PDF format under templates obtained from Aldar Procurement and design Tendering Managers including but not limited to:o Instruction to Bidders (ITB)o ITB Project Briefo Form of Agreement (to be requested from Aldar Procurement)o Schedule 20 (Specification, Drawings, BOQ and Other Documents)• The Tendering Manager shall coordinate and arrange the Mid Tender Briefing and Site Visit with the Bidders in coordination with Aldar stakeholders and Lead Design Tendering Manager.• The Tendering Manager must oversee and manage all clarifications and communications with bidders during the RFP process and shall issue any necessary tender addendums or clarifications calling on the input of the Aldar stakeholders, Lead Design Tendering Manager and/or Contractor where necessary.• On receipt of an Unpriced Technical Proposal the Tendering Manager shall prepare a technical package and issue to the Aldar Stakeholders for their review and evaluation.• The Tendering Manager shall arrange interviews with all bidders to resolve any anomalies in the proposal together with resolving any and all Exceptions and Deviations.• Upon approval by ALDAR of the Technical Evaluation recommendation, the Tendering Manager shall evaluate the Priced Commercial Proposals and shall carry out a detailed evaluation of the Priced Commercial Proposals including arithmetical checks, rate analysis (including benchmarking) and reconciliation.• The Tendering Manager shall prepare the negotiation strategy for Aldar approval. Upon approval of the negotiation strategy the Tendering Manager shall carry out the negotiation with the bidders to achieve the best value for Aldar.• The Tendering Manager shall coordinate and arrange post-Tender clarification meetings, including the preparation of supplemental information/register - post tender clarifications.• The Tendering Manager shall keep his/her Line Manager informed of progress during the evaluation process and at the conclusion of the evaluation, prepare a recommendation on the basis of selecting the preferred bidder for Aldar approval.• Following approval by ALDAR, Review the final Bills of Quantities for incorporation within the Contract Documents.• Prepare and Coordinate with the Project Team for the Contract Documents including all appendices and annexes.• The Tendering Manager shall coordinate and arrange the Kick off meeting with the successful bidder in coordination with Aldar stakeholders, Lead Design Tendering Manager and Successful Bidder.• Post Tender Clarification (Technical and commercial) logs• Negotiation strategy report• Commercial evaluation including analysis report• Kick off meeting reports
