Job Summary:The Senior Manager of Investigations is a middle management level role, who will conduct background investigations into prospective gaming licensees and enforce the GCGRA bylaws and other legal obligations relating to the conduct of gaming in the UAE. The position reports to the Head of Investigations and works closely with the GCGRA senior management to ensure that all gaming activity within the UAE complies with GCGRA bylaws and other applicable laws and to recommend appropriate action when violations occur. The successful candidate will have a proven record demonstrating exceptional leadership skills and the ability to build a continuous learning environment that will allow the enforcement officers under their command to adapt to a rapidly changing gaming industry. The Senior Manager Investigations must work closely with the GCGRA's Head of Investigations to create a culture of compliance within all aspects of gaming operations. The Senior Manager Investigations should ensure that all gaming activity within the UAE is conducted in compliance with applicable laws and regulations. The successful candidate must be a strong leader, develop a strong understanding of UAE and international gaming laws and regulations, and be able to work collaboratively with other agencies and stakeholders to achieve compliance.Job Responsibilities:
Implement enforcement strategies and programs to ensure compliance with applicable laws and GCGRA bylaws. This includes conducting investigations, audits, and inspections of gaming operations and establishments.Maintain policies and procedures for background investigations and serve as a subject matter expert on investigative techniques used in the gaming industry.Maintain a thorough understanding of Internal Audit procedures. Have experience in collecting, preserving, and recording evidence.Investigate suspected violations of UAE law applicable to gaming operations and GCGRA bylaws. This includes gathering evidence, interviewing witnesses, and coordinating with other law enforcement agencies as necessary.Supervise enforcement personnel, including investigators, inspectors, and field agents.Liaise with other law enforcement agencies, including Emirati and federal agencies, to coordinate enforcement efforts and share information.Maintain relationships with gaming industry stakeholders, including operators, vendors, and associations, to ensure that they know GCGRA bylaws and other relevant laws and foster compliance.Oversee the review of gaming operator management reports, financial reports, Internal Compliance Reviews, patron incidents/complaints, and other irregularities.Prepare draft responses to patron complaints to be presented to the General Counsel for final review and submission.Identify and report suspicious or unusual activity and develop procedures for documenting and responding.Contribute to all investigations performed by gaming operator Surveillance Operators and gaming operator Management and, when appropriate, intervene or take over such investigations.Meet and ensure compliance with applicable filings and other regulatory deadlines and requirements.Thorough working knowledge of applicable UAE gaming law and policy.
Preferred Qualifications:A bachelor's degree in law, criminal justice, or a related field is required. A master's degree is preferred. In-depth knowledge of gaming laws and regulations and relevant criminal and civil laws is essential. Knowledge of investigative techniques and practices is also required. Must have a working knowledge of MS Word, Excel, PowerPoint, and Outlook. Must be able to read, analyse, and interpret software manuals, operating procedures, technical procedures, and government regulations. A valid driver's license is required. Professional certification in law enforcement or gaming enforcement is preferred. Must possess detailed knowledge in background investigation techniques, compliance monitoring, auditing, and enforcement of regulations, preferably with experience overseeing gaming/non-gaming operations, employees, management, and vendors. Arabic Speaker is preferable.Preferred Experience:A minimum of 10 years of experience in law enforcement, with at least 5 years of experience in a supervisory or management role. Experience in gaming enforcement is preferred.
