Brief Job Description:

Lead large-scale digital and regulatory transformation programs across business and technology functions, ensuring strategic delivery, compliance, and customer impact. Act as the bridge between executives, delivery teams, regulators, and fintech partners. Experience in Open Banking or Open Finance (UAE/Bahrain) is preferred.

Key Responsibilities

• Lead multi-stream transformation programs across retail, corporate, and digital banking portfolios.
• Ensure program outcomes align with strategic goals, regulatory timelines, and customer experience objectives.
• Establish and manage PMO governance, reporting, and risk frameworks.
• Manage budgets, vendors, and multi-disciplinary delivery teams across business and IT.
• Drive operational readiness, change management, and post-implementation value realization.
• Collaborate with compliance, risk, and cybersecurity functions to maintain regulatory assurance
• Engage with regulators, fintechs, and ecosystem partners on Open Finance initiatives (e.g., UAE Open Finance Platform, Bahrain's Open Banking Framework).
• Support innovation and API-driven initiatives that enable data sharing and embedded finance.

Required Qualifications – Banking Oriented

• 8–12 years of experience in banking transformation or large-scale program delivery.
• Deep understanding of core banking systems, digital channels, and regulatory change programs (KYC/eKYC, AML, Basel, Open Banking, etc.).
• Proven record of delivering complex, technology-enabled change in retail, corporate, or digital banking.
• Familiarity with central bank regulations and supervisory frameworks in the UAE and GCC.
• Strong knowledge of payments modernization, data integration, and customer lifecycle processes.
• Experience working with vendor solutions, system integrators, and fintech collaborations.
• Exposure to RegTech, data governance, or cybersecurity initiatives is a plus.

Preferred Open Finance Expertise

• Knowledge of GCC Open Finance/Open Banking regulations and API ecosystems.
• Familiarity with UAE's Open Finance Regulation, Trust Framework, and API Hub.
• Understanding of consent management, digital identity, and interoperability standards.
• Experience working with developer ecosystems, API gateways, or partner integrations.

• Excellent communication, leadership, and executive reporting skills.
• Strategic thinker with ability to manage ambiguity and drive results.
• Bachelor's degree in Business, Finance, or Technology (MBA preferred).
• Certifications: PgMP, PMP, Prince2, or Agile (Scrum Master) preferred.
