Key Responsibilities

  • Implement Parsons and project HSE policies, plans, and applicable legislation; monitor HSE performance and targets and recommend improvements
  • Liaise with the Safety Manager and contractor teams to improve and implement project HSE management requirements
  • Monitor contractor activities to ensure effective implementation of health, safety, and environmental measures and best practices
  • Review hazard analysis and risk assessment documents, job safety plans, and work method statements; monitor effectiveness of control measures
  • Conduct HSE site visits and report concerns to the Resident Engineer for immediate corrective action
  • Review and monitor contractors monthly HSE inspections and reports
  • Conduct monthly safety meetings, set corrective targets, prepare minutes, and follow up on actions
  • Review emergency preparedness and response, permit-to-work systems, toolbox talks, daily task safety talks, HSE meetings, and HSE records
  • Review incident and accident investigation reports, communicate lessons learned, and monitor preventive actions to avoid recurrence
  • Perform trend analysis to identify potential hazards and emerging risks
  • Review emergency response and rescue plans and monitor drills
  • Provide HSE coverage during shift work and weekends as required by site operations
  • Perform additional HSE-related duties associated with construction supervision as required

Desired Candidate Profile

Ideal Profile

  • Bachelor s degree or three-year Diploma in any discipline
  • Minimum five years of HSE experience on infrastructure, tunneling, and or metro projects
  • Recognized health and safety certifications or training in the UAE such as OSHA, NEBOSH, IOSH, or Fire Safety
  • Good communication and interpersonal skills
  • Familiarity with Dubai Municipality Codes of Practice and technical guidelines
  • Experience with engineering consulting firms is preferred
  • UAE experience and a valid driving license are advantageous
  • Experience on elevated platforms, tunnels, or metro rail projects is an advantage
