The Senior HSE Engineer is responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) requirements on a large-scale Expo residential project. The role supports project management by ensuring full compliance with UAE legislation, Expo standards, and international best practices, while actively driving a strong safety culture on site.
Key Responsibilities
Health & Safety Implementation
- Implement the approved Project HSE Management Plan in line with UAE laws, Expo requirements, and ISO 45001 standards.
- Ensure compliance with MOHRE, Dubai Municipality, Civil Defense, and Expo HSE guidelines.
- Conduct daily site inspections, safety audits, and risk assessments.
- Review and approve Method Statements, Risk Assessments (MSRA), JSA, and PTW systems.
- Monitor high-risk construction activities (lifting operations, working at height, confined spaces, hot works).
- Ensure emergency preparedness, drills, and response procedures are effectively implemented.
Environmental Management
- Implement Environmental Management Plans in accordance with ISO 14001.
- Monitor waste management, hazardous substances, spill prevention, and environmental controls.
- Ensure compliance with environmental permits and authority requirements.
Incident Management
- Lead incident, accident, and near-miss investigations.
- Conduct root cause analysis and ensure corrective and preventive actions are implemented.
- Maintain accurate incident records and statutory reporting.
Training & Safety Culture
- Conduct site HSE inductions, toolbox talks, and task-specific training.
- Promote HSE awareness and behavioral safety initiatives.
- Mentor and guide HSE officers and junior safety staff.
Monitoring & Reporting
- Track and analyze HSE KPIs, leading and lagging indicators.
- Prepare daily, weekly, and monthly HSE reports for project management and clients.
- Follow up and close non-conformances from audits and inspections.
Coordination & Leadership
- Act as the senior HSE representative on site.
- Coordinate with Project Managers, Engineers, Consultants, and Subcontractors.
- Participate in project planning and coordination meetings to integrate HSE requirements.
