Department: Construction Supervision – Stakeholder & Utilities Coordination

Location: UAE (Project-Based)

Experience Required: Minimum 8 years in Stakeholder Management, Utilities Coordination, and Authority NOCs (Abu Dhabi experience is a must)

Position Summary

The Stakeholder Engineer will play a key role in managing and coordinating all stakeholder, utilities, and authority-related activities across the project construction stage. The role requires strong experience in Abu Dhabi authority procedures, NOC processes, utility protection/relocation coordination, and effective communication with government entities, consultants, and contractors. The candidate will ensure full compliance with project requirements, timely closure of stakeholder issues, and support smooth site progress.

Key Responsibilities

1. Stakeholder & Authority Coordination

• Coordinate with all external stakeholders and government authorities (TPD, ADM, TAQA–ED/WD/TWS, Etisalat/e&, Du, MCC, ITC, AD Ports, AD Police, DMT, etc.).

• Lead and follow up on NOCs, approvals, comments, and clearances required for construction.

• Attend meetings with authorities & stakeholders and prepare MOMs, actions, and trackers.

• Ensure all construction activities adhere to authority requirements and updated guidelines.

2. Utilities Coordination & Supervision

• Review utility drawings (existing & proposed) and coordinate solutions for conflicts detected during construction.

• Support the supervision team in resolving utility clashes, obtaining approvals, and managing relocation works when required.

• Review contractor submissions related to utilities (shop drawings, method statements, temporary works).

• Coordinate site inspections related to utilities and support the Resident Engineer in technical resolutions.

3. Documentation, NOCs & Approvals

• Prepare, review, and submit NOC packages, authority forms, connection applications, and clearance requests.

• Track the status of all NOC submissions and ensure timely follow-up until approval is obtained.

• Maintain organized logs, trackers, and dashboards for stakeholders, NOCs, utility conflicts, and meetings.

4. Communication & Issue Resolution

• Act as the focal point between contractor, consultant, and authorities for all stakeholders' issues.

• Resolve conflicts related to right-of-way, access, interface points, and utilities.

• Provide technical and coordination support to ensure construction activities progress without delays.

5. Compliance, Reporting & Support

• Ensure compliance with project specifications, authority standards, and permit conditions.

• Prepare weekly and monthly stakeholder/utility reports for the Project Manager / RE.

• Support claims/variations related to utilities, diversions, and authority-driven changes.

• Verify "as-built" data and ensure authorities receive required submissions for final NOC/clearance.

Qualifications & Requirements

• Bachelor's Degree in Civil Engineering or related discipline.

• Minimum 8 years of relevant experience
, with strong background in UAE infrastructure projects.

• Proven experience with
authority guidelines, NOCs, utility networks, and multi-stakeholder coordination
.

• Strong knowledge of utilities (Electricity, Water, Sewerage, Stormwater, Telecom, Irrigation).

• Experience working on construction supervision projects.

• Excellent communication, report writing, and negotiation skills.

• Proficiency in reading and interpreting engineering drawings (CAD knowledge is a plus).

• Valid UAE driving license preferred.
