Role Overview

We are looking for a
freelance Senior Digital Transformation Consultant
(Big 4 or equivalent) for a
project of 6 to 9 months
. They will help design and implement end-to-end digital processes for licensing, registration, inspection and data integration in the cultural sector.

This role is ideal for someone who has led digital transformation projects for UAE government entities and can translate regulations into automated workflows and system requirements.

Key Responsibilities

  • Design automated workflows for licensing, approvals, renewals, inspections, and compliance.
  • Create detailed BPMN process maps and SOPs.
  • Define data structures and integration requirements.
  • Develop the digital architecture and technical specifications for a new regulatory platform.
  • Recommend automation rules, decision engines, SLAs, and exception paths.
  • Lead stakeholder workshops and present recommendations to senior leadership.
  • Support vendor evaluation and implementation planning.

Requirements

  • 5+ years
    experience in digital transformation or e-government projects.
  • Proven track record designing government licensing or permitting systems.
  • Strong experience with BPM tools (Camunda, Appian, Power Automate, etc.).
  • Knowledge of API integration, data governance, microservices, and system architecture.
  • Familiarity with UAE Pass, Dubai Data Law, and UAE public-sector platforms.
  • Excellent documentation and stakeholder-management skills.
  • Arabic is an advantage; English fluency is essential.
