We are looking for a
growth-driven Chief Product Owner
for a
strategic customs modernization Project based in Dubai
. This is a high-impact role for someone ready to scale their influence, lead complex product roadmaps, and operate at the intersection of
customs, technology, and public-sector transformation
. You'll work with senior stakeholders, international standards, and cross-functional tech teams in a fast-moving, high-visibility environment

Role Purpose / Summary

The Chief Product Owner (CPO) is responsible for defining, prioritizing, and delivering the functional vision of the Customs Modernization Project. Acting as the
bridge between business stakeholders and technical teams
, the CPO ensures that requirements are translated into product features and delivered incrementally to meet the needs of the customs administrations, trade operators, and partner institutions. The CPO guarantees alignment of the system roadmap with national regulatory requirements and international trade standards.

Key Responsibilities

  • Define and maintain the
    product vision and roadmap
    for the Customs Management System.

  • Manage the
    product backlog
    , ensuring clear prioritization based on business value, risk, and project objectives.

  • Coordinate closely with Business Analysts to gather, refine, and validate requirements with Customs officials and other stakeholders.

  • Ensure alignment of system functionalities with
    WCO Data Model, WTO TFA, and SAFE Framework
    standards.

  • Collaborate with technical leads (backend, frontend, integration, DevOps) to balance functional needs with technical feasibility.

  • Act as the
    voice of the customer
    (Customs Administration, trade operators, other government agencies) throughout the development lifecycle.

  • Oversee
    acceptance criteria definition
    and validate deliverables before deployment.

  • Support change management by
    communicating the functional benefits
    of the system to end-users.

  • Report progress, risks, and dependencies to the Project Director and Steering Committee.

Required Skills & Experience

  • Minimum
    10 years of experience
    in product ownership, business analysis, or IT solution design, with at least
    5 years in customs projects
    .

  • Customs administrations at least 5 years

  • Proven experience in managing
    complex product backlogs
    and leading cross-functional teams.

  • Strong knowledge of
    customs processes, trade facilitation, and regulatory frameworks
    .

  • Familiarity with
    cloud-based architectures, APIs, and integration frameworks
    .

  • Excellent facilitation skills for workshops with diverse stakeholders (government, private sector, international partners).

  • English- advanced. Spanish and/or French will be a plus

Preferred Qualifications

  • Master's degree in
    Information Systems, Business Administration, or International Trade
    .

  • Certifications in
    Agile methodologies (CSPO, SAFe PO/PM, or equivalent)
    .

  • Previous work with Customs Administrations, Ministries of Economy, or Trade Single Windows.

  • Understanding of
    blockchain, digital signatures, and AI-powered risk management
    in customs systems.
