Tier 1 main contractor seeks an HSE Director for a major infrastructure construction program in Abu Dhabi involving highways, bridges, interchanges, and utilities infrastructure. Lead HSE strategy across multiple construction sites with 3,500+ workers. This 4-year program requires establishing world-class HSE performance while maintaining full OSHAD compliance and achieving client zero LTI targets in a complex urban construction environment.RequirementsNEBOSH International Diploma (mandatory)OSHAD Certified HSE Professional - OSHAD-CP or OSHAD-SM (mandatory)ISO 45001 Lead Auditor certificationIOSH Managing Safely or equivalentBachelor's degree in HSE, Engineering, or related fieldMinimum 15 years HSE experience in heavy civil/infrastructure constructionMinimum 5 years at HSE Director/Manager level on projects >2B AEDMinimum 5 years Abu Dhabi/UAE experience with proven OSHAD compliance track recordExperience on major infrastructure projects (highways, bridges, tunnels, or utilities)Track record of zero fatalities on projects with 2,500+ workersExpert knowledge of OSHAD System Framework (18 Code of Practices)Deep understanding of Abu Dhabi Municipality, ADEC, and DOT requirementsTraffic management and public safety in urban construction environmentsHeavy lifting, deep excavation, and work-at-height safety managementFluent English (mandatory), Arabic highly preferredResponsibilitiesMaintain and drive OSHAD-SF certification with quarterly ADEC inspections (4-star minimum target)Lead HSE team of 12+ professionals (HSE Managers, Officers, Coordinators) across multiple sitesServe as primary HSE interface with Client HSE team and Abu Dhabi government authoritiesOversee high-risk activities: heavy lifting, deep excavations, work-at-height, confined spacesManage traffic management plans and public safety for works in operational areasEstablish Emergency Response Plans and coordinate with Civil Defence and ambulance servicesChair Project HSE Committee and drive KPIs: Zero fatalities, RIR
