Job Summary:

The NOC Coordinator is responsible for managing, processing, tracking, and following up on all authority-related approvals, permits, NOCs, inspections, and clearances required for building construction projects in Dubai. The role ensures full compliance with the regulations of all governmental and semi-governmental entities such as DDA, Dubai Municipality, Trakhees, RTA, DEWA, Etisalat, DU, SIRA, Civil Defense, Dubai Aviation authorities, Nakheel, and other relevant bodies. The position requires strong coordination skills, excellent knowledge of approval workflows, and the ability to navigate multi-stakeholder environments to ensure timely project progress.

Key Responsibilities:

  • Coordinate, submit, and follow up on all NOCs, permits, approvals, and clearances required for construction projects across all relevant authorities.
  • Act as the primary liaison between the company and entities such as Dubai Municipality, DDA, Trakhees, RTA, DEWA, Etisalat, DU, SIRA, Civil Defense, Nakheel, Dubai Aviation/Civil Aviation, and other government and non-government bodies.
  • Prepare and compile all necessary technical documents, drawings, applications, forms, and compliance reports for approval submissions.
  • Track the status of all submissions and ensure timely renewals, follow-ups, and resubmissions when required.
  • Coordinate inspections from authorities and ensure readiness of project teams for site visits.
  • Maintain an up-to-date database of authority regulations, guidelines, approval procedures, and changes in standards.
  • Ensure all authority fees, deposits, and payments are processed on time to avoid delays.
  • Liaise with internal departments such as Engineering, HSE, Planning, and Execution teams to ensure accurate submission documents.
  • Work closely with consultants to align submissions with project specifications and authority requirements.
  • Manage online portals for submissions such as Dubai Municipality Portal, DDA E-Permits, Trakhees E-Services, RTA portals, DEWA e-services, SIRA portal, Etisalat/DU portals, Civil Defense services, and other relevant systems.
  • Follow up on correction comments, address authority queries, and ensure revisions are completed promptly.
  • Coordinate with utility providers for service connections, disconnections, temporary power/water applications, and diversion works.
  • Support project handover documentation and ensure final NOCs and completion certificates are obtained.
  • Maintain accurate documentation, logs, and trackers for all submissions and approvals.
  • Ensure full compliance with authority regulations and escalate risks or delays to management.
  • Assist in obtaining site mobilization approvals, traffic diversion permits, hoarding permits, and other construction-related permissions.

Qualifications and Experience:

  • Bachelor's degree or diploma in Civil Engineering, Architecture, Construction Management, or related field.
  • 4 or more years of experience as an NOC Coordinator, PRO, or Authority Liaison Officer in a building contracting company in Dubai.
  • Strong knowledge of approval processes for authorities including DDA, Dubai Municipality, Trakhees, RTA, DEWA, Etisalat, DU, SIRA, Civil Defense, Nakheel, and other master developers.
  • Hands-on experience using online submission portals and regulatory systems.
  • UAE driver's license is mandatory.
