The Opportunity

We are seeking an accomplished Compliance Officer and MLRO to establish and lead our regulatory framework in the UAE. This is a foundational senior role, critical to securing and maintaining our licenses with the Virtual Assets Regulatory Authority (VARA) and the Central Bank of the UAE (CBUAE) for Stored Value Facilities (SVF) License. You will be the designated expert, ensuring robust adherence to all AML/CFT regulations while acting as the primary liaison with regulators and a strategic advisor to Group leadership.

Key Responsibilities

Regulatory Strategy and Licensing

1. Manage the full lifecycle of key license applications, including the Virtual Assets Regulatory Authority (VARA) License, Payment Token Service License, and Store Value Facility (SVF) License.
2. Develop, implement, and maintain a comprehensive compliance framework that fully aligns with VARA, SVF, and all applicable UAE AML/CFT regulations

Money Laundering Reporting Officer (MLRO) Core Duties

1. Serve as the designated Money Laundering Reporting Officer (MLRO), bearing full responsibility for the effectiveness of the AML/CFT program.
2. Oversee all aspects of financial crime prevention, including Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), transaction monitoring, and sanctions screening.
3. Authorize and file Suspicious Transaction Reports (STRs) with the UAE's Financial Intelligence Unit (FIU).

Governance and Reporting

1. Serve as a primary point of contact for regulatory bodies (VARA, CBUAE), managing all examinations, reporting, and communications.
2. Provide regular and ad-hoc reports to the Group leadership on compliance status, emerging risks, and the evolving regulatory landscape.
3. Advise senior leadership on strategic regulatory implications and escalate material issues promptly.

Operations and Risk Management

1. Conduct group-wide compliance and ML/TF risk assessments.
2. Review all new products, services, and strategic initiatives from a compliance and risk perspective.
3. Manage internal audits, ongoing monitoring, and investigations into potential compliance breaches.

Compliance Training

1. Develop and deliver comprehensive compliance training programs to foster a culture of integrity and heightened regulatory awareness across the company.

Mandatory Requirementsuu

1. Successfully pass and maintain all "Fit and Proper" assessments required by VARA and the CBUAE for SVF licensing.
2. Obtain formal regulatory pre-approval to act as the company's Compliance Officer and Money Laundering Reporting Officer (MLRO).
3. Maintain a clean criminal and regulatory record.
4. Legal eligibility to work in the UAE.

Qualifications & Experience

1. Bachelor's degree in Law, Finance, Business, or a related field.
2. A minimum of 5-8 years of compliance experience within financial services, including proven experience as an MLRO or Deputy MLRO.
3. In-depth knowledge of UAE regulatory frameworks (VARA, SVF, Federal Decree-Law No. 20 of 2018).
4. Familiarity with FATF Recommendations and blockchain/digital assets.
5. Professional certifications (ICA Diploma, CAMS) are highly desirable.
6. Excellent communication skills in English (Arabic is an advantage).
