JOB DESCRIPTION — Lifting Inspector / Inspection EngineerDepartment: Lifting Inspection DepartmentLocation: Dubai, UAEReports To: Deputy Lifting Technical Manager (DLTM)Matrix Reporting: Lifting Technical Manager (LTM)1. ROLE PURPOSEThe Lifting Inspector / Inspection Engineer is responsible for carrying out lifting equipment inspections, load testing, and conformity assessments in accordance with:ISO/IEC 17020:2012 (Type A)EIAC / ENAS accreditation requirementsDubai Civil Defence (DCD) regulationsOSHAD RegulationApplicable BS/EN/ASME/LOLER lifting standardsCIB MARS approved technical procedures, inspection checklists, and safety rules.The inspector ensures inspections are performed safely, accurately, impartially, and with full traceability of technical decisions. This role is critical to maintaining the integrity and credibility of the lifting inspection function within CIB MARS.2. KEY RESPONSIBILITIESA. Technical Inspection ExecutionPerform inspections of lifting equipment including:Cranes (mobile, overhead, tower, gantry, etc.)Hoists, winches, and lifting machinesLifting accessories (slings, shackles, hooks, chains, eyebolts, etc.)MEWPs (Manlifts)Forklifts and telehandlersFabricated lifting frames/beamsConduct load testing in accordance with:LOLERASME B30 seriesBS/EN 13155, 1492, 818Manufacturer/OEM guidelinesCarry out dimensional verification, measurements, and structural checks.Identify defects, deterioration, wear, fatigue, or non-compliant conditions.Ensure accurate classification of defects (minor/major/critical).B. Report Preparation & DocumentationPrepare detailed and technically accurate inspection reports.Ensure all fields are completed clearly, correctly, and in accordance with ISO 17020 requirements.Attach photographic evidence and ensure traceability of findings.Document:Equipment conditionSerial numbersTest loadsCalibration detailsNCRs (if applicable)Submit reports to DLTM/LTM for review within required timelines.C. Compliance with Standards, Codes & RegulationsApply the correct codes, including:LOLERBS EN 1492, 13155, 818ASME B30DNV if applicable)DCD guidelinesFollow CIB MARS technical procedures strictly without deviation.Escalate unclear cases or borderline inspection decisions to DLTM/LTM.D. Use & Control of Inspection ToolsUse calibrated tools such as:Load cellsDynamometersChain gaugesWire rope calipersVernier calipersTorque wrenchesVerify tool calibration before use and report any expired or damaged equipment.Maintain proper handling and storage of inspection tools.E. Safety & Risk ManagementConduct pre-job hazard identification (JHA) for each inspection.Follow safe work practices including:Working at heightLoad-testing risksSuspended loadsOperating in confined spaces (if applicable)Implement STOP WORK authority if unsafe conditions arise.Wear appropriate PPE at all times.F. Impartiality, Ethics & ConfidentialityEnsure inspection decisions are independent and based solely on technical evidence.Avoid conflicts of interest and report any potential impartiality risks.Maintain strict confidentiality of client data and inspection results.Follow the CIB MARS Code of Ethics and Professional Conduct.G. Client CommunicationCommunicate professionally with clients regarding:Inspection requirementsSite readinessIdentified defectsSafety issuesAvoid giving consultancy or repair advice that may compromise impartiality.H. Continuous Development & TrainingParticipate in:Annual technical reassessmentsStandardization meetingsCPD sessionsInternal technical trainingMaintain up-to-date knowledge of standards, regulations, and inspection methods.3. KEY ACCOUNTABILITIESThe Lifting Inspector is accountable for:Accurate, impartial, and technically sound inspection resultsProper application of procedures, methods, and decision criteriaTimely submission of high-quality inspection reportsSafe conduct during inspection activitiesProper use and control of calibrated inspection toolsCompliance with ISO 17020 and EIAC requirementsMaintaining personal competence and CPD documentationUpholding CIB MARS' professional reputation and accreditation integrity4. KEY PERFORMANCE INDICATORS (KPIs)Technical QualityReport error rate: < 3%Zero nonconforming work incidentsCompliance with inspection scope and procedures: 100%Operational PerformanceDaily inspection completion rate: ≥ 95%Report submission within 24–48 hours (depending on inspection type)Tool calibration compliance: 100%Zero missed mandatory fields in reportsSafety & RiskZero incidents caused by unsafe inspection practicesJHA completed for 100% of inspectionsSTOP WORK applied appropriately when neededClient InteractionProfessional behaviour score ≥ 90%Technical queries resolved within designated timeframeCompetence & DevelopmentParticipation in all mandatory CPD and training sessionsSuccessful annual technical reassessmentImproving technical capability based on LTM/DLTM evaluation5.
