Axian Telecom is seeking a structured and collaborative
Director, IT Governance & OPCO Enablement
to establish and enforce Group IT governance frameworks while empowering local OPCO IT teams to operate with agility and alignment. Reporting to the Group CIO, this role will ensure robust IT governance, risk management, and compliance practices while supporting local IT maturity, transformation execution, and operational accountability. The ideal candidate will be a bridge-builder — ensuring Group-wide standards are adopted across OPCOs while preserving local flexibility, autonomy, and responsiveness.
Mission:
To lead the development and enforcement of Group IT governance, operating models, and performance management frameworks across all operating companies. This role supports the CIO in building a high-performing federated IT organization by enabling local IT teams with clear guidance, maturity models, governance tools, and transformation support.
Essential duties and responsibilities include:
IT Governance Frameworks
- Define and maintain IT governance policies, charters, and accountability frameworks to guide decision-making, execution, and compliance across all IT functions.
- Develop governance structures covering demand intake, prioritization, budgeting, architecture compliance, and performance reporting.
- Ensure Group IT operates in alignment with regulatory, cybersecurity, data protection, and procurement standards.
OPCO IT Enablement
- Define a maturity framework and capability-building roadmap for OPCO IT teams (covering operations, architecture, transformation, and security).
- Act as a liaison between Group and OPCO CIOs to align on strategic priorities, execution plans, and local constraints.
- Drive knowledge sharing, standardization, and peer collaboration across OPCOs through forums, toolkits, and working groups.
Performance Management & KPIs
- Develop and govern a performance management framework for IT operations and transformation, including KPIs, scorecards, and health checks.
- Track OPCO performance across operations, project delivery, IT risk, and digital maturity.
- Coordinate reviews with Group CIO, OPCO leadership, and functional directors to assess alignment and improvement areas.
Transformation Governance
- Support the planning, execution, and reporting of group-wide transformation programs across BSS, ESS, and Data.
- Ensure OPCOs have adequate support, resourcing, and readiness to execute group transformation priorities.
- Monitor transformation milestones and intervene where delivery gaps or delays exist.
IT Policy Management
- Establish group-wide IT policy management processes including version control, awareness campaigns, and compliance tracking.
- Ensure local IT policies and practices are harmonized with Group expectations while being adaptable to market-specific requirements.
Risk & Compliance Interlock
- Collaborate with Group Information Security, Risk & Compliance, and Internal Audit teams to manage IT risk registers and audit recommendations.
- Ensure OPCO-level audits, risk assessments, and compliance reviews are executed and followed up effectively.
Tooling & Reporting
- Define and oversee the implementation of IT governance tools (e.g., governance portals, KPI dashboards, project trackers).
- Support OPCOs in adopting group-recommended governance tools and templates.
Team Leadership
- Lead a team responsible for IT governance, performance monitoring, and OPCO coordination.
- Promote a culture of transparency, accountability, and continuous improvement across Group and OPCO IT functions.
Qualification, Skills, Knowledge & Competencies:
Education
- Bachelor's or Master's degree in Information Systems, Business Administration, or Technology Governance.
- Certifications in IT governance (COBIT), service management (ITIL), or project management are desirable.
Experience
- 12+ years of experience in IT governance, transformation management, or IT operations, with at least 5 years in a group-level or multi-country role.
- Proven ability to implement governance frameworks in federated or decentralized environments.
- Telecom, digital infrastructure, or regulated industry experience is highly desirable.
Certifications
- COBIT, ITIL v4, or ISO 38500 certification preferred.
- PMP or Prince2 is a plus.
Skills
- Deep understanding of IT governance principles, service management, risk frameworks, and organizational alignment.
- Strong program coordination, reporting, and operational tracking skills.
- Excellent interpersonal skills to work across executive, technical, and local leadership teams.
- Capable of influencing without authority and fostering collaboration across complex environments.
Language
- Fluency in English is mandatory.
- Proficiency in French is highly desirable.
