Job Purpose:

To manage the design, coordination, and execution of wet and dry utility infrastructure works for large-scale real estate development projects. The role ensures all utilities (potable water, stormwater, sewage, irrigation, telecom, power, etc.) are planned, designed, and implemented to meet authority standards, project timelines, and budget requirements.

Key Responsibilities:

1. Design & Planning:

  • Review and coordinate master plans and infrastructure utility layouts (wet and dry).
  • Liaise with consultants to ensure utility designs meet authority and project requirements.
  • Ensure utility designs align with civil, landscape, and building requirements.
  • Manage design submissions and approvals from relevant authorities (e.g., TAQA, ADDC, ADM, Etisalat, DU, ADSSC, ADWEA, etc.).

2. Project Execution:

  • Oversee site implementation of infrastructure utilities ensuring compliance with approved designs.
  • Coordinate with contractors, consultants, and internal teams during infrastructure construction.
  • Monitor and report on project progress, quality, safety, and risks.
  • Review and approve method statements, shop drawings, and material submittals related to infrastructure utilities.

3. Authority Coordination:

  • Liaise with local municipalities and service providers for NOCs, approvals, inspections, and handovers.
  • Maintain strong relationships with regulatory authorities to expedite permits and inspections.

4. Documentation & Reporting:

  • Maintain proper documentation including utility layouts, as-built drawings, inspection reports, and handover certificates.
  • Prepare regular progress reports and technical reviews for internal stakeholders.

Qualifications:

  • Bachelor's Degree in Civil Engineering or related discipline.

Experience:

  • Minimum 12-15 years of experience in infrastructure engineering, with at least 10 years in UAE real estate or development projects.
  • Proven experience managing both wet (potable water, sewer, stormwater, irrigation) and dry (power, telecom) utilities.

Skills:

  • In-depth knowledge of UAE authority regulations and standards.
  • Proficiency in AutoCAD, Civil 3D, and relevant design software.
  • Strong project management and coordination skills.
  • Excellent communication and stakeholder management.
