Responsibilities:

1. Experience in District Cooling, Networks, pumping station, and water projects.
2. Manage pricing process and technical inquiries review before sending to clients.
3. Participate in all Bid/No-Bid meetings, Commercial and Technical Reviews for all Invitations to Bid, with the expectation of raising recommendations on different stages of the Tender and Bidding process.
4. Assist the Estimation Director with budgetary pricing for all potential projects, ensuring coordination is done in a timely and professional manner.
5. Provide recommendations to the bidding structure, costing programs, number of estimators required per job, and advise on any new techniques for estimating purposes.
6. Supervise the detailed engineering manhour cost estimating function for civil, mechanical, electrical, instrumentation, and communications works on Design Projects, ensuring it is done in a timely, thorough, and professional manner.
7. Review tender documents, tender submission requirements, and particular conditions of tender.
8. Provide appropriate clarifications to all sections of formal bids to ensure clarity of requirements from a legal, commercial, and technical viewpoint.
9. Price project preliminaries in accordance with project duration, requirements, and tender price analysis.
10. Coordinate with other department managers to acquire certain requirements for tender submission.
11. Attend site visit meetings and pre-tender meetings.
12. Negotiate with key suppliers on major packages prior to tender submission on final price submission.
13. Review contractors' variation quantities and extra items.
14. Liaise with project engineers in the preparation of development concepts and plans.
15. Develop alternative options for cost effectiveness as required by project management.
16. Provide cost-related inputs for value engineering.
17. Benchmarking rates for database and quick reference for future use.
