The Real Estate Developments Division is responsible for the development and delivery of operational for the real estate projects at Expo City Dubai. The team is responsible for implementing the development strategy for Expo City Dubai and works with variety of stakeholders from the master planning phase, through design and construction, to ensure the delivery of large-scale construction projects. The role purpose is to be the subject expert in the MEP field and to lead and manage the MEP project delivery for all assigned projects from initial inception/pre-concept through to management of handover process to end-user including testing and commissioning. Role Description Main responsibilities of the role include: - Lead the MEP Management Delivery for assigned projects, providing effective and clear direction to Consultants and Contractors in relation to the MEP design and project delivery. - Development of RFP design brief and MEP scope to ensure all project requirements are captured. - Contribute to other related works packages including engagement of site supervision consultant, commissioning management consultants, site wide infrastructure consultants. - Ensure adherence to ECD's commercial and procurement procedures in relation to contract package, inclusive of change requests, project initiation form processes. - Review and provide feedback to design and construction durations and programmes issued by Consultants, contractors and ECD planning team. - Evaluate required site supervision and commissioning management resources in relation to project scope. - Coordinate with ECD commercial team to ensure no project cost overrun in relation to MEP design services and MEP construction costs. - Attend and contribute to any ECD team meetings including, but not limited to Tender Event Schedule meetings, progress meetings, Design presentations, Desing and engineering workshops, etc. - Manage the consultants and contractors and coordinate with ECD's Authority Interface team and other team members to ensure adherence to design and construction programme with respect to MEP related activities such as design stage submissions and Authority submissions and Approvals and final building completion certificate. - Manage the full cycle process of Project scope and requirements assessment in line with project and ECD's requirements. - Manage the preparation process of required scope, technical documentation for any related direct procurement of MP items including but not limited to light fixtures and vertical transportation systems. - Assessment/review of proposal technical submissions and full design management during all design phases of the project inclusive of management of all necessary authority submissions and approvals in-line with the agreed programme. - Responsible for assisting/coordinating with other teams on evaluation of Contractor submissions and VE proposals through to the contract award. - Manage/respond to MEP related TQs and PTCs. - Review and respond to any queries from ECD procurement and commercial teams. - Perform other duties as assigned Knowledge, Qualifications and Skills required Essential: A minimum of 2 Years of management in MEP Design Management & minimum 8 years in Project Management (preferably gained through past Client-Side/Developer roles and/ or PMC Experience) as well as: - Expert in at least one MEP discipline (preferably electrical, incl ELV & HV systems) with strong understanding of design related to the other 2 disciplines (Mechanical and Plumbing). - Strong residential projects (Villas and high-rise) experience. - Expert in full MEP Design reviews and in assessment/evaluation and management of MEP Value Engineering Opportunities. - Review/assessment of Consultant and Contractor Experience and Technical Proposals. - Development of MEP contractor Brief/Scope of Works. - High degree of proficiency in MS Office with added experience working with Aconex. - Relevant discipline specific professional registration is desirable. - Experience in Dubai, with direct coordination specifically with Dubai Authority bodies e.g. Dubai Municipality, DEWA, DCD, etc - Strong interpersonal skills - Strong organizational skills and strategic planning - Strong communication skills - Strong Time Management Skills - Strong leadership skills. - Strong presentation skills. - Analytical skills to evaluate data and use it to make decisions - Understanding of market trends and adaptability to follow those trends - Motivational and influential - Strong Problem-solving skills - Strong Stake Holder Management skills, both Internal and External Stakeholder - Fluent in Business English. - Strong influencing and negotiating skills Desirable(advantageous) - Strong connections in relevant Dubai Authorities DM, DEWA, DCD - Arabic Language Proficiency
