Senior Manager - Reporting - Dubai Holding Land Estates About Dubai Holding Land Estates Dubai Holding Land Estates oversees a diverse land portfolio strategically located across Dubai's most sought-after areas. Through the centralization of Dubai Holding's land bank, Dubai Holding Land Estates focuses on large‐scale master plans, ensuring alignment with the Dubai 2040 Urban Master Plan, whilst also supporting the business's commitment to sustainable urban development and strategic land portfolio management. Key Responsibilities Define GIS policies, standards, and frameworks to ensure consistent and efficient geospatial operations. Identify opportunities to leverage GIS for business growth, operational efficiency, and customer engagement. Project and team Management Manage the day‐to‐day GIS Solutions team activities. Coordinate with internal teams, external vendors, and consultants to drive successful GIS implementations. Establish milestones, performance metrics, and reporting mechanisms to enhance the GIS team outputs. Geospatial Data Management Oversee the design, optimization, and maintenance of the GIS database, ensuring high data quality, accuracy, and accessibility. Implement governance policies for metadata, version control, and data integrity. Oversee the collection, storage, processing, and maintenance of high‐quality geospatial data including the land bank. Ensure data accuracy, consistency, and reliability to support business analytics and decision‐making. Develop policies for data governance, metadata management, and data sharing across departments. System Integration Manage the integrated GIS with other applications such as ERP, CRM, authority systems, and Business Intelligence tools. Ensure seamless data exchange and interoperability between GIS and other IT systems. Work with IT teams to optimize system performance, scalability, and security. Evaluate, recommend, and implement emerging GIS technologies, tools, and platforms. Enhance spatial data visualization, automation, and predictive analytics capabilities. Stakeholder Collaboration Engage with internal stakeholders across all Dubai Holding Verticals, including finance, legal, and master planning, development, infrastructure teams, to understand GIS requirements and process the received requests. Collaborate with authorities including DEWA, RTA, Trakhees, DDA, DLD to make sure the data is updated to date. Analytics & Reporting Provide geospatial analysis, reports, and dashboards to support strategic decision‐making. Develop models and simulations to analyze spatial trends, risks, and business opportunities. Present GIS insights to senior management, helping drive data‐driven business strategies. Build and manage a high‐performing GIS team, fostering innovation and skill development. Provide training programs and knowledge‐sharing sessions to enhance GIS expertise within the organization. Establish a culture of continuous learning and technical excellence. Key Requirements Bachelor's degree in Geographic Information Systems (GIS), Geospatial Sciences, Geomatic, or a related field. A master's degree in GIS, Data Science, or Business Administration (MBA) is preferred. Esri Technical Certification is preferred. 14 years of professional experience in GIS system and data. Minimum 6 years in GIS solutions and enterprise system is preferred. Ability to manage GIS projects and team members. Strong leadership skills to mentor and manage GIS teams. Proficiency in GIS software (ArcGIS, QGIS, MapInfo, Google Earth, etc.). Strong understanding of geospatial analysis, spatial modeling, and cartography. Experience in GIS database management. Strong understanding of land administration, zoning, urban planning, and cadastral mapping. Ability to analyze complex spatial problems and provide data‐driven solutions. Advanced skills in managing and maintaining large geospatial datasets, including data collection, cleaning, validation, and storage. Experience with data conversion, transformation, and integration across different formats and platforms (e.g., CAD, BIM, shapefiles, GeoJSON) using tools like ArcGIS Data Interoperability Extension, FME and Python.
