Full-time Role Context The Safety Officer will support the effective implementation of health, safety, and environmental requirements across active infrastructure construction sites. The position works closely with Safety Engineers, the Safety Manager, Resident Engineer, contractors, and site teams to identify hazards, monitor controls, and ensure that agreed HSE procedures are applied consistently. Particular attention will be given to higher-risk infrastructure activities such as microtunneling, pipe jacking, trenchless construction, confined work environments, excavation interfaces, and related civil works. Through inspections, risk reviews, meetings, incident follow-up, and contractor monitoring, the role will contribute to safer project execution and stronger HSE performance.
Key Responsibilities
- Implement project HSE policies, plans, procedures, and applicable health and safety requirements.
- Monitor site HSE performance against agreed objectives, targets, and project expectations.
- Work with the Safety Manager, Safety Engineers, and contractors to strengthen health and safety practices.
- Monitor contractors to verify that required safety measures and approved working methods are implemented.
- Review hazard analyses and risk assessments for key construction activities.
- Assess the effectiveness of hazard controls, job safety plans, and work method statements.
- Conduct regular HSE site inspections and identify unsafe conditions, activities, or practices requiring corrective action.
- Report significant safety concerns to the Resident Engineer and support timely rectification.
- Review contractors ' monthly HSE inspections, performance reports, and supporting records.
- Conduct monthly safety meetings and track outstanding safety issues through agreed corrective actions.
- Prepare meeting minutes and distribute action points to relevant stakeholders for follow-up.
- Review emergency preparedness and response arrangements across project work areas.
- Monitor Permit to Work systems and verify their appropriate implementation.
- Review Toolbox Talks, HSE meetings, safety statistics, and contractor records.
- Evaluate contractor incident and accident investigation reports for completeness and appropriate corrective measures.
- Communicate lessons learned from incidents and support implementation of preventive actions.
- Monitor immediate and long-term corrective actions following incidents to reduce the risk of recurrence.
- Support safety monitoring for microtunneling, pipe jacking, trenchless technology, and associated infrastructure activities.
- Maintain accurate records of HSE inspections, observations, meetings, incidents, and corrective actions.
- Promote practical safety awareness among contractors and project personnel.
- Support continuous improvement of site HSE performance through observations, reporting, and follow-up. Ideal Profile Candidates should hold a B.
Sc. degree or equivalent qualification in Environmental Engineering, Loss Prevention, Engineering, or another relevant discipline from an accredited university. A minimum of 5 years of related health and safety experience is required, particularly within infrastructure construction projects. Candidates should have practical exposure to construction supervision and should preferably have worked on projects involving:
- Microtunneling
- Pipe jacking
- Trenchless technology
- Underground infrastructure
- Civil construction activities Recognized health and safety certifications, licenses, or professional training relevant to the UAE are expected. These may include ISO-related HSE training, NEBOSH, First Aid, Fire Safety, or comparable qualifications. Experience within an engineering consulting environment is advantageous.
