Mobility Systems Leader (Fleet Operations Manager) - 7 Years Experience - Dubai, UAE Job Title: Mobility Systems Leader (Fleet Operations Manager) Department: Fleet & Transport Services Location: Dubai, UAE Reports To: Chief Operating Officer Employment Type: Full-Time | UAE Residency Required Position Purpose The Mobility Systems Leader (Fleet Operations Manager) is responsible for end-to-end operational excellence across Eunoia Accessible Transport’s vehicle fleet, field operations, and mobility logistics. This leadership role ensures that our transport services for People of Determination, seniors, and healthcare clients are consistently safe, reliable, dignified, and scalable. This position blends logistics expertise, people management, technology optimization, and deep understanding of accessible transport regulations. It requires the ability to lead cross-functional teams, optimize real-time mobility systems, and deliver a high-performing, mission-driven fleet. Key Responsibilities Operational Leadership - Oversee day-to-day deployment, routing, and performance of all wheelchair-accessible vehicles (WAVs), school transport units, and healthcare mobility services - Manage shift scheduling, route assignments, and daily readiness of Mobility Champions (drivers) and field staff - Monitor trip completions, live dispatch, vehicle availability, and service delivery metrics using the company’s mobility and telematics platform - Serve as escalation lead for trip disruptions, urgent passenger needs, or vehicle failures Fleet & Systems Optimization - Lead fleet management strategy including acquisition, inspections, servicing, downtime mitigation, and replacement planning - Ensure compliance with RTA, MOHAP, and company protocols for preventive maintenance, accessibility equipment, and documentation - Track KPIs across vehicle utilization, fuel efficiency, on-time performance, and mechanical reliability - Collaborate with tech partners to implement GPS, digital logging, and dispatch automation systems Team Management & Culture - Lead a team of supervisors, dispatchers, driver trainers, and maintenance liaisons - Foster a service-oriented field culture grounded in accountability, empathy, and problem-solving - Identify training gaps and work with HR/Training to schedule onboarding, retraining, or coaching - Conduct field evaluations and performance reviews of key operational personnel Compliance & Safety Oversight - Ensure all drivers and vehicles meet UAE regulatory standards, including licensing, securement training, and health certifications - Partner with the Safety & Trust Officer on audits, incident investigations, and safety culture initiatives - Maintain compliance logs for vehicle inspections, driver hours, and passenger care protocols Strategic Growth & Innovation - Contribute to network expansion plans and deployment of new hubs, partnerships, or contract operations - Lead operational pilots for new service lines (e.g., VIP concierge, medical transport, tourism-based WAV services) - Continuously explore mobility innovations, software improvements, and tech-integrated service models Qualifications - Minimum 7+ years of experience in transport/fleet operations, including at least 3 years in a supervisory or managerial role - Proven experience managing accessible transportation, paratransit, NEMT, or school fleet operations - In-depth knowledge of UAE RTA regulations, fleet licensing, vehicle safety standards, and People of Determination transport compliance - Bachelor’s degree in Transportation Management, Business, Logistics, or a related field (Master’s preferred) - Strong leadership, analytical, and decision-making skills - Experience with routing software, GPS systems, dispatch platforms, and operational dashboards - Fluent in English; Arabic, Tagalog, or Urdu is an advantage Success Metrics - ≥ 95% vehicle uptime and daily service readiness - ≥ 98% on-time trip completion - Reduction in service disruptions or escalated safety incidents - 100% fleet compliance with preventive maintenance schedules and inspection deadlines - High team retention, productivity, and training completion rates Tools & Technology - GPS & vehicle tracking platforms (e.g., Geotab, Fleet Complete) - Dispatch & route optimization software - Maintenance ticketing systems - HR and performance management tools Compensation & Benefits - Competitive salary with performance-based bonus - Company phone, mobility dashboard access, and transport expense coverage - Health insurance and wellness support - Annual leadership development or mobility conference stipend - Fast-track growth opportunities toward Director of Operations or Regional Mobility Lead Apply Today If you’re a systems-minded operational leader ready to power the future of dignified mobility in the UAE, apply now to become Eunoia’s Mobility Systems Leader (Fleet Operations Manager).
