Develop and deliver the talent management strategy, frameworks and roadmapLead performance management cycles including goal setting, calibration and annual reviewsDrive talent review and succession planning programmes for critical rolesConduct learning needs analysis and oversee learning and development initiativesDesign and implement career development and internal mobility frameworksDevelop talent analytics, reporting and workforce insights dashboardsPartner with stakeholders to drive governance, change management and programme adoptionNative or business-fluent Arabic speaker6+ years' HR experience with 3-5+ years focused on Talent Management, Performance Management or Learning & DevelopmentProven experience across performance management, succession planning, talent reviews and career developmentStrong understanding of UAE public sector HR frameworks and Emiratisation initiativesExperience using Oracle HCM and/or SAP SuccessFactorsBachelor's degree and professional qualification such as CIPD, SHRM or equivalent
