VP & Head of Compliance - Global Markets, GCF and Head of Surveillance

JOB PURPOSEThe incumbent will be a core member of the Compliance Advisory team The focus of the role includes two primary responsibilities 1 provide compliance advice oversight and challenge to the below listed business teams and 2 lead and oversee the Compliance Surveillance team The role is positioned to help uphold fair and orderly markets act as an independent partner to the First Line of Defense and oversee and support the ongoing enhancement and framework of the Second Line of Defense which will help FAB continue to endorse a solid culture of compliance This is a global role so the role-holder will be responsible for collaborating with country Compliance teams to provide advice and support to the relevant business activities in international locations and manage surveillance controls on behalf of country Compliance teamsKEY ACCOUNTABILITIESCompliance AdvisoryTrusted adviser and compliance subject matter expert for Global Markets and Global Corporate FinanceProvide advice oversight and challenge to support the business areas to manage their compliance risksProvide product and location specific regulatory and compliance policy guidanceAdvise on regulatory compliance policy and other aspects in relation to business strategy and new business products or initiatives with an ability to develop solutions that meet various internal and external requirementsAct as Compliance point of contact for other compliance issues including financial crime risks employee compliance controls and conflicts of interestSupporting the business to foster an open and co-operative relationship with regulatory authorities and exchangesSupporting the business during regulatory requests for information reviews and examinations and assisting in the formulation of management action plans in relation to regulatory findingsSurveillanceLead and execute the tactical and strategic intent for Compliance SurveillanceEvolve the surveillance control environment and explore how the surveillance mandate can be rolled out to other business areas and locationsEnsure that day-to-day surveillance activities are executed per agreed protocol and key performance indicators are achievedDemonstrate entrepreneurial flare in taking surveillance to a global best practice level by working with vendors and technology on various enhancements Alerts and other forms of automated oversight will need to be calibrated for optimizationResponsible for ongoing governance and oversight of surveillance controls ensuring they remain fit for purpose and building and maintaining robust relationships with key stakeholders ensuring robust oversight of trade alertsWork with vendors so that tools metrics and alerts remain fit for purpose and proactively look for enhancements within the surveillance frameworkDocument surveillance reviews investigations and other activities following guidelinesPerform quality assurance on surveillance reviews performed by the teamProvide advice and training where required on key surveillance themesPlay a pivotal role in projects initiatives impacting surveillance including to expansion to other relevant business areasGeneral ResponsibilitiesCompliance representative at governance meetings and relevant operational forumsResponsible for issue management including the identification escalation and timely closure of compliance or operational issuesEngagement in regulatory change and regulatory projects relevant to the businessWork with Regulatory Compliance and other Compliance stakeholders in the development of policies and proceduresOversee the development and execution of the Annual Compliance Plan for all business areasPerform an annual compliance risk assessment to identify key risks and assess control effectivenessDevelop a plan for testing or targeted reviews based on the assessmentConduct planned and ad hoc reviews to ensure the control environment for a specific area is designed and operating effectivelyDesign and deliver training to the business to promote compliance with applicable laws regulations and policiesOversee and input into management information and other forms of reportingOversight and maintenance of procedures service level agreements and other forms of documentationPartner with colleagues in international locationsLead on solutions to risks issues and breachesSupport Senior Management in escalating and investigating actual or potential breaches of law regulation or policyWork with Global Internal Audit to support reviews and take responsibility for timely and thorough closure of any management action plansPeople ManagementLead and develop a team of AVPs and SpecialistsSupport personal development and department nationalization targetsProvide training support and mentoring to direct reportsLead by example to build an inclusive work environment which demonstrates the vision and values of FABQUALIFICATIONS & EXPERIENCEMinimum QualificationsBachelor s degree or higher in management, banking, finance or other relevant field, prefe
