Roles and responsibilities

HSE Officer –UAE National to join our Site Operation Team inDubai. As a provider of multi-disciplined technical services to thebuilt environment AtkinsRéalis is committed to designexcellence in the delivery of first-class solutions which combine,innovation, imagination and best practice.

Werequire a Health, Safety and Environmental Officer to implement,review and report on all aspects of the health, safety andenvironmental (HSE) management systems. To ensure HSE by allemployed on the project (mainly Contractors &Subcontractors) are adhered to in accordance with the contractdocuments, relevant international standards and local/federalauthorities'requirements.

Responsibilities

  • Adhere to and implementAtkinsRéalis internal HSE management system requirementsand procedures for AtkinsRéalis siteteam.
  • Adhere to project HSE requirements andimplement this to AtkinsRéalisteam.
  • Monitor the compliance of all WSA staffwith the applicable safety standards and company'sprocedures and bring to the attention of the Project Manager anysafety violations by WSA site team for their furtheraction.
  • Monitor, assess and report onContractor and Sub Contractors HSE compliance with the project HSErequirements as per the Contract and HSE legislation / bestpractice
  • Immediately bring to the attention ofthe AtkinsRéalis PM the critical and outstanding safetyissues for their further actions.
  • Conduct andco-ordinate regular safety training for WSAstaff.
  • Carry out daily site HSE tours withContractor HSE staff and highlightfindings.
  • Issue Safety Enforcement Notices(SEN) as per applicable AtkinsRéalis SENprocedure.
  • Follow up with the Contractor onoutstanding HSE issues, including SEN's and ensuringprompt closure with adequate evidence ofcompliance.
  • Review and comment of theContractors HSE Plans.
  • Advise the Contractor toupdate the site safety plan whennecessary.
  • Review and comment on Contractorsrisk assessments and work methodstatements.
  • Develop and updateAtkinsRéalis HSE documents (the Safety File), e.g. HSEPlan, HSE specific site risk assessment, office risk assessment,office fire risk assessment, etc.
  • Conductaccident and incident investigations for AtkinsRéalisstaff.
  • Compile accident report and incidentstatistics.
  • Chair weekly safety meetings whererequired with the Contractor and other parties asnecessary.
  • Issue MOM on time (within 48hours).
  • Report any outstanding and criticalsafety issues or lack of action by the Contractor in the weeklyprogress meetings.
  • Prepare and maintainAtkinsRéalis HSE registers, e.g. training, induction,SEN, inspection reports, accident/Incident, and others asrequired.
  • Report any accident on siteimmediately to AtkinsRéalis UAE Health and SafetyManager and Line Manager.
  • Communicate,coordinate and seek any advice from AtkinsRéalis UAEHealth and Safety Manager as required.
  • On majorissues, prior to issuing Safety Enforcement Notices –Prohibition Notice – seek advice fromAtkinsRéalis UAE Health and SafetyManager.
  • Monitor the Contractor'scompliance with UAE Health, Safety, Security and Environmental(HSSE) legislation and Contractors HSE Plan and report and followup any breaches.
  • Liaise with the Employer,Contractors and the Site Supervision Team and report status ofsafety issues.
  • Liaise withcontractors' Project Managers, Construction Managers andSafety Managers to improve safetyprovisions.
  • Prepare regular weekly, monthly andother reports as required on safety matters for issue to theEmployer and Project Manager.
  • Ensure thatrelevant safety measures have been put in place forAtkinsRéalis Engineers & Inspectors and providetraining as and when require.
  • Co-ordinatesafety-related activities for AtkinsRéalis team andmentor regularly.
  • Carry out inductions forAtkinsRéalis site staff.
Desired candidate profile
  • UAENational with family book (is a must)
  • Availableto join immediately.
  • Bachelor'sdegree in Sustainability, Environmental orHSE
  • 0-2 years' experience in thefield
  • Strong attention to detail and ability tomake sound judgements.
  • Able to work full time 5days a week (40hrs / week)
