Roles and responsibilities
  • Lead Project HSE andTechnical Safety Department, act as ADNOC Ruwais LNG Project HSEAuthority and provides expert advice to the organization in all HSEmatters.
  • Perform all HSE Management activitiesfor the ADNOC Ruwais LNG Project
  • Establish acomprehensive HSE Management System for the ADNOC Ruwais LNGProject in compliance with ADNOC HSE Standards and applicableregulatory requirements.
  • Well Familiar withADNOC HSE Standards and AGESrequirement
  • Conversant with HSE Best AvailableTechnique and International HSE Design Standards e,g. IE15, NFPA,API etc. )
  • Familiar with various HSESoftware
  • Prepare an HSEplan.
  • Prepare ADNOC RUWAIS specific policiesand procedures for HSE.
  • Prepare HSE trainingplan(s)
  • Execute a Job Safety Analysis prior toundertaking hazardous jobs.
  • Ensure that ADNOCpermit to work system will be strictly followed and ADNOC WMS (WorkManagement System) forms will beused.
  • Establish an accident/incident (inc.environmental) investigation/reportingprocedure.
  • Maintain HSE records and enforce HSEregulations.
  • Ensure ADNOC RUWAIS CrisisManagement and Emergency Response's security requirements,recommend and design securityspecifications.
  • Coordinate and supervise theactivities of assigned personnel in all project departments andensure performance of HSE functions at the level established bycorporate management.
  • Aware of ADNOC ContractorHSE Performance requirements and ensure effective HSE Managementsystem.
  • Report to Vice President, ProjectExecution on the status of planning and implementation ofactivities to ensure safe construction, commissioning, start-up andoperation of PLANT.
  • Perform HSE audits andimplement its findings.
  • Develop an emergencyresponse plan for the Project.
  • Able tofacilitate HSE workshops, e.g. HAZOP, SIL, HAZID, BowTie, PHSERetc.
  • Ensure that the Project HSE policy andobjectives are established and compatible with the strategicdirection of ADNOC.
  • Manage HSE Risk Managementand Loss Prevention
  • Ensure consistentimplementation of Technical HSE standard and integration of ADNOCHSEMS requirements throughout the life cycle ofprojects.
  • Developing, leading, and promoting aculture in the Project organization that supports the intendedoutcomes of the HSEMS to ensure and encourage reporting ofincidents, hazards, risks andopportunities.
  • Ensure that Pre-Start-Up SafetyReview (PSSR) is conducted in compliance with ADNOC PSSR Standardfor new facilities prior to initialstart-up.
  • Ensures that HSE pre-qualificationand selection criteria for Contractors and suppliers has beenestablished for all work performed by contractors / sub-contractorsand suppliers.
  • Audit Project HSE procedures andits implementation, specify the requirements of audit teams forcompetency, experience in subject area of the audit, andimpartiality considering ADNOC Audit & Assurance Standard(HSE-GA-ST09). The auditor is qualified for auditing at least ISO45001, ISO 14001, ISO 9001 and meet requirements of ISO19011.
  • Lead ADNOC integrated HSE audits ofContractors operations, recording results of audits, findings, andcorrective actions.
  • Ensure Project HSEincidents are investigated in a timely manner, withaccountabilities assigned, and progress on recommended actions aremonitored until close-out. To ensure that these investigations arecarried effectively and thoroughly:
  • employeesare aware of the incident reporting procedures and participate inincident investigations; and
  • Training isprovided in incident investigation to appropriate staff throughoutthe Project.
  • Ensure full preparedness andcapability of emergency/crisis response team and overall ADNOC tohandle any potential emergency in order to protect ADNOC interestsand ensure continuity ofbusiness.
  • QUALIFICATIONS. EXPERIENCE. KNOWLEDGE& SKILLS:

  • Bachelor's degree inchemical engineering risk management, Engineering or ManagementDisciplines or Equivalent
  • Level 6 Diploma inOccupational Health and Safety or equivalent

Minimum Experience& Knowledge & Skills

  • MinimumExperience
  • 20 years of diverse experience inthe project / maintenance/commissioning activities in the oil andgas industry with minimum 10 years at Senior HSE Managerial levelexperience in commissioning complex projects.
  • 3years of experience in similar position.
  • Musthave experience in LNG projects.
