Key Responsibilities

• Implement site supervision quality procedures, review submission requirements of the project, along with the MEP contractor.
• Review all construction documents and highlight any design and contractual discrepancies with the concerned RE/SHOE.
• Ensure that all statutory authority NOC's / permits / design approvals are available on site for construction.
• Coordinate with main contractor and nominated MEP contractor to ensure requirements are adequately incorporated.
• Extend maximum effort to avoid contractor claims for cost and/or delay.
• Prepare process control sheet for electrical works in conjunction with SHOE during Enabling Works / Main Contract Works.
• Review and forward comments on submittals including contractor design drawings, shop drawings, materials and alternative proposals submitted by contractors.
• Conduct regular site visits and supervise certification of installation of electrical services ensuring compliance with contract documents.
• Review and forward comments on contractor's method statement for installation, execution of works.
• Review and forward comments on contractor's testing and commissioning plan / procedures / method statements.
• Review and forward comments on contractor's technical submittals.
• Attend site technical coordination meetings to discuss contractor submissions, shop drawings, material submittals and construction related matters.
• Review and forward comments on Technical Queries raised by contractor.
• Routine inspection of works carried out by contractor(s) to ascertain that work is executed in accordance with contract documents and accepted practice.
• Assist discipline staff in review of submittals, specialised on-site/off-site inspections, testing and commissioning.
• Inspect mock-up, permanent works, on-site and off-site materials to be used in project and organise field and laboratory tests conducted by others on construction materials to ascertain compliance with specifications and determine acceptability for use on project.
• Raise non-conformance notices (NCNs)/reports; site inspections notices (SINs) identify quality deficiencies in conjunction with RE.
• Review corrective actions proposed by contractor, respond/follow up and close out procedure.
• Report potential safety concerns identified at site to site SHSEE/RE.
• Review site progress and assist in review of contractor's interim payment application.
• Liaise with SHOE for effective implementation of quality management systems and site supervision provision activities.
• Obtain samples and quotations as required for finalisation of any PS/PC Items.
• Monitor progress of work against approved contractor programme of works.
• Witness testing and commissioning of mechanical/electrical equipment and sign off relevant documents for acceptance.
• Verify accuracy of contractor's 'As-Built' drawings reflecting in detail as-built conditions and approve As-Built drawings.
• Review and approve contractor's operations & maintenance manuals.
• Liaise with Statutory Authorities and follow up all final inspection and approvals as required.
• Carry out final inspection for certification of final completion and handing over of works.
• Assist discipline staff on projects in review of submittals, specialised on-site/off-site inspections, testing and commissioning submitted by contractors.
• Assist discipline staff on projects in final inspection for certification and handing over the works.
• Assist discipline staff on projects in resolving any technical issues, claims, disputes arising and requiring input for satisfactory close out.
• Perform design review at various stages as required and formulate all such comments.
• Perform Site Surveillance Audits (Technical), prepare surveillance audit reports and forward to SHOE.

Project Area Interface

• Assist RE in supervision of works to ensure compliance with contract documents.
• Support site team and respective RE with implementation of quality management systems.
• Assist site team in external and internal audits to ensure effective implementation of quality management systems and work with site team for resolution of non-conformance issues.
• Liaise with project supervision team, coordinate and resolve any issues of concern.
• Analyse current methods of site supervision and provide recommendations for continuous improvement.
• Implementation of all quality audits, surveillance audits and work with site team for resolution of non-conformance issues.
• Compile Site Feedback and forward to RE/SFOE.
• Assist site team in satisfactory close out of project including snagging/dsnagging of works and related documentation.
• Review and assist project team to compile all documents at handing-over for submission to Client.
• Assist RE in compilation of all documents for issuance of Taking-Over Certificate.
• Extend support to discipline staff on projects and assist (as required by SFOE) in supervision of works.

Client Interface

• Provide necessary technical reports/recommendation as required by Client for any project specific issues.
• Attend meetings with Client (as required).
• Liaise with Client for necessary approval of samples.

Contractor Interface

• Regularly attend site technical coordination meetings with Contractor.
• Liaise with SFOE any project site related issues requiring input and/or feedback.
• Coordinate leave request and discuss leave cover with SFOE.
• Liaise with OMSOD for all HR/Finance/Administrative issues.

Design Office Interface

• Identify, raise and follow-up design office support requests in co-ordination with SHOM.

Functional Duties

• Assume responsibility of electrical works in project and certify on completion the installation.
• Monitor performance of Contractor/Sub-contractor and identify, raise any quality/workmanship concerns with SQE/RE.
• Review quality procedures and effectively implement QA/QC plans across project.
• Identify any site safety issues and bring to notice of contractor/SHSEE/RE.
• Mentor discipline staff on any advancement of process, procedures and technical skills.
• Perform Site Surveillance Audits (Technical), prepare surveillance audit reports and forward to SFOE.

Administrative Duties

• Update and maintain latest revision of all project documents.
• Review, coordinate and forward submittals, inspection requests, technical query to project team and/or discipline engineers.
• Assist project site team during internal, external and site surveillance audits.
• Coordinate leave request and discuss leave cover with SFOE.
• Prepare and regularly submit reports and maintain records.
