Abu Dhabi Accountability Authority seeks a highly skilled Procurement Principal Consultant to manage the development, implementation, and update of Purchasing section's strategic, budget, and procurement plans.

Key Responsibilities:

  1. Strategy and Planning:
    • Develop and implement policy, procedures manual, delegation of authority, systems user manuals, and standard forms ensuring compliance across the Authority and alignment with ADAA's policies.
    • Develop and implement strategic, budget, and procurement plans ensuring alignment with department and sector's strategy and objectives, and ADAA's mission and vision.
  2. Operations:
    • Manage purchasing section's strategic, budget, and operational procurement plans in coordination with relevant organizational units to monitor progress and ensure execution as agreed.
    • Develop an efficient procurement cycle, procedures, and process to define a structural approach for provision of section's activities across ADAA.
  3. Vendor Management:
    • Manage vendor management cycle activities in coordination with internal and external stakeholders including market search, registration, pre-qualification, onboarding, performance evaluation, and payments.
    • Build and maintain long-term relationships with vendors to ensure effective partnership.
  4. Non-Tendering:
    • Manage procurement cycle activities from procure to pay including maintaining register of non-tendering related requests received from ADAA's organizational units as per approved budget and procurement plans.
  5. Talent Management:
    • Achieve assigned section operational goals through effective leadership, setting individual objectives, managing performance, and developing and motivating the team to maximize performance.
