Job Description: We are seeking a highly skilled Senior Talent Acquisition Strategist to join our team. The successful candidate will be responsible for implementing talent acquisition strategies and initiatives to support timely, efficient, and cost-effective acquisition of suitable and best-fitted talent while supporting the achievement of the national mandate for the development and growth of Emirati nationals.
Key Responsibilities/Duties:
- Strategy and Planning:
- Contribute to the development, implementation, and update of the section's policy, procedures manual, delegation of authority, systems user manuals, and standard forms, ensuring alignment with ADAA's overall policies and procedures.
- Contribute to the development, implementation, and update of the sections' strategic, budget, and procurement plans, ensuring alignment with the department and sector strategy and objectives, and ADAA's mission and vision.
- Assist in the development of the section's Key Performance Indicators (KPIs) and ensure meeting individual KPIs to improve efficiency and effectiveness.
- Implement annual talent acquisition plans in accordance with talent acquisition strategies to identify and select high-caliber talents into required roles, incorporating the needs of ADAA's organizational units and Emiratization objectives.
- Contribute to the development and implementation of talent acquisition strategies to ensure timely availability of capabilities to support ADAA's overall business objectives.
- Implement recruitment policies, procedures, and processes, including interviews, assessments, selection, and offer negotiations, in accordance with the approved talent acquisition plan, ensuring a robust, inclusive, and accessible process to select qualified, competent, suitable, and best-fitted talents.
- Liaise with hiring managers to identify talent needs in their organizational units and determine selection criteria to plan staffing needs with Emiratization strategy in mind.
- Implement recruitment sourcing processes using effective recruitment sourcing methods, such as local and international recruitment agencies, headhunters, and job portals, and maintain professional relations to source qualified candidates and build pipelines of potential talent pools.
- Participate in external recruitment initiatives and events, such as recruitment exhibitions and job fairs, to attract talents from universities and colleges and build pipelines of potential diverse talent pools.
- Implement Emiratization strategies and initiatives in coordination with ADAA's concerned organizational units and monitor their effective and efficient implementation.
- Maintain current knowledge and adopt best practices and industry standards in the field of talent acquisition through research and benchmarking to ensure continuous improvement in the recruitment process.
- Update the recruitment policy, procedures, and processes in accordance with the latest UAE Labour Law to ensure validity of information.
- Conduct research on competencies and skills required in the current labor market and update the recruitment process accordingly.
- Prepare and submit reports on key talent acquisition-related metrics, including monthly, annual, and ad-hoc reports.
- Implement the recruitment process in Enterprise Resource Planning (ERP) systems, such as SAP, Oracle, etc., in accordance with the recruitment policy and procedures to increase efficiency and productivity in support of the recruitment plan.
- Ensure completion of required trainings and certification programs to keep current with job requirements and ensure continuous performance improvements.
- Obtain timely performance review assessments for mid-year and annual performance reviews and ensure meeting set KPIs.
- Keep current with updated information relevant to the role to ensure standard performance levels are achieved.
- Contribute to knowledge dissemination/sharing to build internal capabilities of the team and maximize their effective performance.
- Contribute to the development of UAE National employees in line with the objectives of the Authority and its Emiratization strategy.
- Ensure adherence and compliance with all ADAA corporate policies, procedures, and guidelines (HR, IT, Procurement, Finance, Health and Safety, etc.).
- Prepare section-related correspondence, such as emails, memos, and letters, to ensure professionalism, completeness, and accuracy of information.
- Retrain, document, preserve, and archive section-related physical and electronic records in accordance with relevant policies and procedures.
- Respond to any section-related queries and provide required support to relevant ADAA organizational units and employees as and when required.
- Utilize relevant technologies used within ADAA to optimize work efficiency.
- Demonstrate compliance with ADAA's values, Code of Business Conduct, and ethics at all times to support the establishment of a value-driven culture within the Authority.
- Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices, considering global standards, productivity improvement, and cost reduction.
- Contribute to the preparation and submission of timely and accurate statements and reports to meet department requirements and quality standards.
- Cooperate in the implementation of relevant health and safety legislation, policies, and procedures in the performance of duties.
- The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.
- The academic and professional certificates required and approved by ADAA should be acquired within the period specified and based on the employee's Individual Development Plan.
- Perform tasks and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.
- Evaluate teamwork, collaboration, and dedication in performing duties.
Requirements:
Bachelor's Degree in relevant field
6+ years of relevant experience in Human Resource Management
