Key Responsibilities

  • Serve as the primary Engineer responsible for overseeing assigned tasks and exercising delegated authority, directly accountable to the Employer throughout the construction phase.
  • Engage in direct communication with the Contractor.
  • Conduct observations and inspections of the Contractor's construction operations.
  • Issue directives to the Contractor to rectify any non-compliance with the Contract.
  • Guide, support, and evaluate the performance of the construction supervision team involved in roadworks and related projects, including site engineers, inspectors, and surveyors.
  • Offer assistance, insights, and recommendations to the Employer concerning variations and adjustments to the Contractor's financial settlements.
  • Provide guidance to the Employer on financial instruction matters.
  • Recommend payments to the Contractor on behalf of the Employer.
  • Advise the Employer on claims and variation orders.
  • Provide expertise on contractual and construction issues related to roadworks, utility diversions, traffic management, and associated installations.
  • Maintain accurate and comprehensive site records.
  • Review all relevant documentation, including fabrication, shop, working, and as-built drawings, design proposals, method statements, and material submissions related to roadworks.
  • Keep the Resident Engineer's daily diary updated and ensure reports from subordinates are accurate.
  • Supervise, assess, and report on the progress of roadworks and associated tasks.
  • Prepare applicable progress reports.
  • Measure and verify completed work, documenting actual versus planned progress.
  • Collaborate with Parsons' design engineers to resolve related issues.
  • Coordinate with the Contractor regarding scheduling and resource allocation.
  • Engage with the Client/PMC, Contractor, and relevant authorities.
  • Ensure the achievement of safety objectives on the project and oversee the implementation of safety protocols.
  • Facilitate communication among all parties concerning site safety and work quality.
  • Report any incidents or near misses to the Employer.
  • Review the Contractor's health, safety, and environmental reports.
  • Actively participate in health and safety initiatives on site.
  • Adhere to safety, health, and risk management protocols.
  • Organize and lead regular site meetings.
  • Issue additional drawings as necessary in collaboration with the design office.
  • Ensure timely correspondence and approvals.
  • Guarantee the accuracy and completeness of all records.
  • Provide necessary feedback to the Senior Resident Engineer, Construction Manager, or Project Manager.
  • Engage in contract administration activities.
  • Fulfill other responsibilities associated with this role as required.

Essential Qualifications

  • Bachelor's degree in Engineering (Master's preferred) with at least 15 years of engineering experience, including a minimum of 10 years in specific infrastructure projects.
  • Proven experience in supervising major road and general infrastructure projects, preferably in the Gulf region.
  • Chartered Engineer or Professional Engineer (PE) registration, or equivalent from recognized professional organizations.
  • Strong emphasis on Quality Assurance Specifications and Statistical Quality Control.
  • Comprehensive understanding of contractual relationships.
  • Proficient in computer applications and capable of utilizing technology for data access, record maintenance, and report generation, including project-specific engineering software.
  • Registered as a practicing engineer in the Emirate of Abu Dhabi or possess an equivalency certificate.

Preferred Skills

  • Extensive knowledge of engineering and construction processes, along with industry practices.
  • Exceptional written and verbal communication skills, familiarity with CAD and other engineering software, and demonstrated ability to perform in a supervisory role on projects.
