Infrastructure Maintenance and Operations

The role holder is responsible for overseeing the maintenance and operation of assigned civil, electrical, and MEP assets to ensure their integrity and deliver the required level of services to investors and residents within the communities.

The main duties and responsibilities of this role include:

  • Conducting site visits to inspect the state of assigned assets and observe major maintenance tasks.
  • Administering, inspecting, and overseeing various projects related to the maintenance, construction, and operation of drainage and irrigation systems, as well as sewage treatment plants.
  • Supervising the maintenance of infrastructure assets, including roads, footpaths, street lighting, primary irrigation, and fire hydrant networks, sewage, stormwater networks, pumping stations, and water features, to ensure smooth operations and minimum downtime.
  • Recommending and assisting in the implementation of sewage treatment plant goals and objectives, establishing schedules and methods for facilities operations, and implementing policies and procedures.
  • Supervising the maintenance of playgrounds and parks in common areas.
  • Supervising ongoing projects, checking the system for needed repairs, investigating requests, and following up on closure to ensure maintenance of an updated list of repairs.
  • Enforcing compliance with the FM System used by Dubai Community Management.
  • Providing information to the community relations, answering questions, investigating complaints, and recommending corrective action as necessary to resolve complaints. Managing and attending customer complaints to reach resolution within key performance indicators (KPI).
  • Coordinating with other departments for any issues related to infrastructure maintenance and operation.
  • Advising community relations to issue violation notices once inspections show major infractions and recommending corrections.

Service Provider Management

  • Managing vendors/service providers on a day-to-day basis, overseeing the performance of contractors, and monitoring the quality of preventive and reactive maintenance as per contractual terms.
  • Participating in the tender process, preparing the scope of work and services required, and participating in the evaluation of proposals from third parties in conjunction with the Procurement department.
  • Certifying invoices of service providers based on SLA compliance.
  • Ensuring compliance of service providers with relevant HSE regulations.
  • Evaluating the quality of performed maintenance activities, documenting, and tracking KPIs to evaluate the performance of service providers.
  • Providing information and responding to inquiries from service providers, contractors, and authorities regarding maintenance activities.

Continuous Improvement

  • Highlighting additional requirements for improving communities and reducing operational costs, such as refurbishment of assets and enhancements to communities.
  • Continuously looking for opportunities to reduce operational expenses.
  • Keeping abreast of the latest trends and methods related to infrastructure maintenance and recommending the most appropriate operation and maintenance practices to management to increase efficiency and customer satisfaction.

About You:

The ideal candidate will have the following qualifications and experience:

  • Bachelor's or diploma degree in Civil/Electrical/Mechanical Engineering.
  • Minimum of 5 years of hard maintenance and infrastructure maintenance experience.
  • Experience in HVAC system, ASHRAE standards, DM drainage regulations, DEWA LT installation guidelines, and Dubai Civil Defense (DCD) regulations for life safety systems.
  • Excellent understanding of technical operations within the construction industry.
  • Strong knowledge of engineering products and concepts.
  • Knowledge of MEP construction management and quality monitoring.
  • Excellent knowledge of interpretation of scope requirements and fee schedules.
