Job Description:

Job Title: Resident Engineer - Infrastructure Project Manager

Asterix Communications is seeking a highly skilled Resident Engineer to oversee the planning, scheduling, and supervision of engineering work on our infrastructure projects.

Key Responsibilities:
  1. Act as the primary point of contact for the Employer, responsible for assigned duties and delegated authority, and ensure compliance with contractual requirements.
  2. Communicate effectively with the Contractor, ensuring timely and accurate exchange of information and approvals.
  3. Conduct regular site inspections to monitor the Contractor's construction activities, identifying and addressing any non-compliance issues.
  4. Issue directives to the Contractor to correct any deviations from the Contract, ensuring adherence to quality and safety standards.
  5. Direct and assist the construction supervision team, including site engineers, work inspectors, and surveyors, to ensure the successful completion of projects.
  6. Provide expert advice to the Employer on contractual and construction matters, including variations, claims, and financial matters.
  7. Recommend payment schedules and claims to the Employer, ensuring accurate and timely processing.
  8. Advise on safety and quality control measures, ensuring compliance with industry standards and regulations.
  9. Maintain accurate and detailed site records, including fabrication/shop/working/as-built drawings, design proposals, and method statements.
  10. Review and report on project progress, identifying areas for improvement and recommending corrective actions.
  11. Coordinate with Parsons' design Engineers to resolve related issues and ensure seamless project execution.
  12. Ensure effective communication with all stakeholders, including the Client, PMC, and Authorities, to facilitate project success.
  13. Develop and implement safety procedures, ensuring a safe working environment for all personnel.
  14. Conduct regular site meetings to discuss project progress, address concerns, and provide updates.
  15. Ensure prompt exchange of correspondence and approvals, maintaining accurate and complete records.
  16. Report to the Employer on any accidents or near misses, ensuring prompt investigation and corrective action.
  17. Review the Contractor's HSE reports, ensuring compliance with industry standards and regulations.
  18. Act as a positive influence and participate in all health and safety issues at site.
  19. Comply with safety, health, and risk management requirements, ensuring a safe working environment.
  20. Perform other responsibilities associated with this position as may be appropriate.
Requirements:
  1. University BSc Degree in Engineering with a minimum of 18 years engineering experience and, depending on the assignment, a minimum of 10 years' experience in specific infrastructure and lighting works.
  2. Demonstrable experience in all aspects of supervision on major road and general infrastructure projects, preferably in the Gulf region.
  3. Chartered Engineer or Professional Engineer (PE) registration or other similar professional organizations preferred.
  4. Emphasis on Quality Assurance Specifications and Statistical Quality Control.
  5. Have a sound knowledge about contractual relationships.
  6. Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project-specific engineering and construction relevant software.
  7. Registered as practicing engineers in the Emirate of Abu Dhabi or should have an equivalency certificate.
Desired Skills:
  1. Requires a comprehensive knowledge of engineering and construction related processes, as well as industry practices.
  2. Requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the proven ability for performing in a supervisory capacity on a project.
