OBJECTIVE OF THE POSITION:

The Principal Technical Safety Consultant will be responsible for ensuring the safety and integrity of operations in the oil and gas sector by providing specialized technical safety expertise. This position emphasizes the formulation and execution of safety initiatives, conducting comprehensive risk evaluations, and guaranteeing adherence to industry regulations to minimize hazards and safeguard personnel, assets, and the environment.

KEY RESPONSIBILITIES:

  • Formulate and execute technical safety policies and strategies in accordance with industry standards and regulatory mandates.
  • Conduct risk evaluations, hazard identification (HAZID), and hazard and operability studies (HAZOP) to pinpoint and alleviate potential risks.
  • Carry out quantitative risk evaluations (QRA) and develop safety cases for various oil and gas facilities.
  • Review and endorse safety designs and technical documentation to ensure compliance with safety regulations and standards.
  • Establish and implement the Health, Safety, and Environmental (HSE) Philosophy for projects and operations.
  • Create and sustain the HSE Plan detailing safety procedures, responsibilities, and compliance measures.
  • Conduct Hazardous Area Classification and prepare the Hazardous Area Classification Schedule to ensure safe equipment selection and installation.
  • Collaborate on the development of HAZ Layouts, coordinating with drafting teams as necessary.
  • Develop Fire and Gas (F&G) Philosophy to direct the design and operation of fire and gas detection and mitigation systems.
  • Oversee the creation of F&G Layouts, ensuring adequate coverage and functionality with support from drafting teams.
  • Formulate and implement F&G cause and effect matrices to define the operational response to fire and gas incidents.
  • Work with multidisciplinary teams to integrate safety into the design and operation of oil and gas facilities.
  • Provide technical safety input during the design, construction, and operational phases of projects.
  • Develop and maintain safety management systems, including emergency response plans and procedures.
  • Lead incident investigations and root cause analyses to identify underlying issues and recommend corrective actions.
  • Ensure compliance with local, national, and international safety regulations, including conducting safety audits and inspections.
  • Deliver safety training and awareness programs to staff and contractors, fostering a robust safety culture.
  • Liaise with regulatory bodies, industry partners, and stakeholders to ensure alignment with best practices and regulatory requirements.
  • Monitor safety performance metrics and report on safety trends, identifying areas for continuous improvement.
  • Support project teams in developing safety plans, including the implementation of safety barriers and controls.

ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree in Chemical, Mechanical, or Safety Engineering; advanced degrees or professional certifications (e.g., NEBOSH, CSP) are advantageous.
  • A minimum of 10-15 years of experience in technical safety engineering within the oil and gas sector.
  • Extensive knowledge of safety regulations, codes, and standards applicable to oil and gas operations.
  • Demonstrated expertise in risk assessment methodologies, including HAZID, HAZOP, and QRA.
  • Strong understanding of process safety management and safety instrumented systems.
  • Experience in developing HSE Philosophy, HSE Plans, Hazardous Area Classification Schedules, and HAZ Layouts.
  • Proficiency in Fire and Gas (F&G) system design, including F&G Philosophy, F&G Layouts, and F&G cause and effect matrices.
  • Proficiency in safety analysis software and tools (e.g., PHAST, BowTieXP).
  • Excellent problem-solving skills with a focus on identifying and mitigating safety risks.
  • Strong communication skills with the ability to present technical safety information clearly to diverse audiences.
  • Experience leading safety audits, inspections, and incident investigations.
