Job Summary

We are seeking a highly experienced Commissioning Manager to lead our project controls team in delivering complex EPC projects worldwide. As a key member of our team, you will be responsible for supervising and controlling the development of pre-commissioning functions applicable to all phases of projects.

Key Responsibilities
  1. Pre-Commissioning Planning: Develop and implement comprehensive pre-commissioning plans for sections of work, ensuring potential hazards are identified and risks are documented.
  2. Team Leadership: Lead a team of Commissioning Engineers and report to the Project Manager, providing guidance and support to ensure successful project completion.
  3. Project Estimating: Provide input during the estimating phase of a project, identifying any difficulties or special requirements, and supporting the provision of input for the size of the work-scope.
  4. Strategy Development: Collaborate with the Project Manager to develop a strategy for organizing the pre-commissioning phase, ensuring efficient and cost-effective project delivery.
  5. Integration and Liaison: Liaise with the Construction Manager to establish an integrated approach to project completion and pre-commissioning, and work with the Client/Main Contractor to complete procedures and documents required for project execution.
  6. Commissioning Procedures: Lead the preparation of commissioning procedures and methods, and assist in reviewing and monitoring all recorded and potential change orders.
  7. Team Progress Management: Manage the team's progress in accordance with the commissioning program, ensuring efficient and cost-effective project delivery.
  8. Training and Development: Organize and train the commissioning team, ensuring they have the necessary skills and knowledge to deliver high-quality results.
  9. Document Approval: Obtain approval from the client for process and commissioning documents as per project requirements.
  10. Procedure Review: Review and approve system, subsystem, pre-commissioning, commissioning, and SAT procedures, SPT procedures, MCC, pre-commissioning certificates, and other relevant documents.
  11. Turnover Packages: Review and approve turnover packages, gathering all testing certificates, inspection documentation, FAT and SAT reports, and punch lists reports.
  12. Plant Equipment Testing: Pre-commission and test plant equipment under your responsibility, including commissioning individual process equipment, pumps, and other plant equipment.
  13. Design Review: Review P&IDs, flow diagrams, flow and mass balances, hydraulic analysis, and participate in HAZOP/HAZID and risk assessments.
  14. Equipment Sizing: Review equipment sizing, process input to mechanical and instrument datasheets, and prepare and develop PFD/P&ID.
  15. Plant Start-up and Shutdown: Responsible for plant start-up and shutdown as per sequential operation, and responsible for plant performance, including water quality parameters and fine-tuning of dosing accordingly to meet specifications.
  16. Plant Handover: SAT and performance of the total plant, and hand over to the client.
  17. Additional Responsibilities: Perform any other related duties as assigned by the Project Manager or other senior management.
Requirements
  • BSc in Mechanical or Electrical or E&I Engineering
  • Minimum of 10 years experience in the Oil & Gas Industry
  • Minimum of 5 years experience in a Managerial Position
  • Familiarization with process and standards in Mechanical Commissioning for O&G projects in UAE
