Program Manager
Job Summary:Leidos is seeking a highly skilled Program Manager to lead the Dubai International Security Lanes Modernization Program. As a Program Manager, you will be responsible for coordinating, managing, and executing all program activities associated with assigned product delivery contracts and related projects throughout the full lifecycle of programs/projects.
Key Responsibilities:- Manage cost, schedule, and technical performance of major programs in accordance with company and industry best practices for program management across the program lifecycle.
- Serve as the main point of contact for customers for all program goals, issues, and initiatives, and coordinate with integrated team members to accomplish all contract deliverables.
- Plan, organize, and integrate company resources required to successfully manage the program(s) and meet contractual obligations.
- Develop strong partnerships across the Division and functional teams.
- Establish goals and objectives related to program support for the functional and program team.
- Hold financial goals and manage program P&L.
- Main interface to the internal Product Management group working with customers.
- Identify business development and value-added sales opportunities related to programs.
- Report program status to all stakeholders and prepare periodic status reports and monthly Program Management Reviews with the Executive Leadership Team.
- Analyze and resolve minor subcontractor performance issues and advise Program Management of major subcontractor performance issues.
- Monitor program readiness for achieving deliverables and make necessary adjustments to achieve deliverables are compliant, on time, and within budget.
- Manage and evaluate financial and technical trade-off analyses required for proposed changes in a program.
- Drive a culture of precision-delivery, integrity, and high accountability for meeting plans.
- Effectively lead program support personnel as needed to achieve programmatic and organizational goals.
- Develop and implement strategic improvement initiatives for assigned delivery programs.
- Work with departmental managers to request resources with correct skill sets.
- Approve program costs and schedules, technical plans, work packages, and deliverables.
- Establish and maintain the formal technical baselines for the program.
- Be knowledgeable in detail about the contract technical requirements and provide direction to the program team that will result in a technical solution that meets the eventual user needs and is compliant with the contract requirements.
- Plan and support the technical design and development effort.
- Oversee the risk management process and manage the impacts.
- Participate in internal program reviews and report project status to management as appropriate.
- Supervise staff, conduct personnel administration, including timely reviews, provide mentoring for growth of team.
- Construct a project schedule and communicate to internal and external customers to set expectations, assign duties, set deadlines, do schedule revisions as necessary, and follow up with stakeholders.
- Communicate with stakeholders, including leading team meetings, providing regular status reports, and delivering required technical reports, conducting program reviews and gate reviews, preparing written proposals and statements of work, utilizing documentation control system and configuration management system to release product design documentation.
- Work in a team, matrixed, and remote environment to bring teams together to achieve technical objectives. Provide leadership and goals for the team to achieve successful completion of a project.
- Continually build relationships with internal stakeholders to achieve the successful completion of projects.
- Build relationships and communicate across the organization to utilize all cross-functional department expertise.
- Always follow and promote Group and Company policies and procedures.
- Ensure all Company equipment and personal PPE are properly used.
- Fully understand and always adhere to the Company's Equality Policy at all times.
- All employees must conduct themselves in accordance with our Corporate Company Values and Business Ethics at all times.
- Be prepared to travel to site as required by project.
- Program management experience in the same or similar business field, with knowledge of MRP systems and Configuration Management principles.
- Solid experience in budgeting, forecasting, procurement, and cost proposal generation with the ability to articulate financial information fluently.
- Contract Management.
- Excellent interpersonal skills and strong leadership skills, with the ability to delegate and motivate.
- Team-focused and positive.
- Computer literate and proficient in the use of MS Office: Projects, Word, Excel, PowerPoint, and Outlook.
- Willing to travel in the Middle East, Europe, and internationally (short periods).
- Proven ability to apply thought leadership with deep and substantive technical expertise as well as advanced business knowledge.
- Proven experience of successful program delivery.
- Previous experience in a similar working environment.
- Excellent leadership and management capabilities.
- Demonstrable experience of successfully influencing senior stakeholders regarding matters of strategic importance to the function or organization.
- Ability to write reports, business correspondence, and to effectively present information to stakeholders.
- Working knowledge of financial concepts and measurements to program management, e.g., ROI, earned value management, net present value, etc.
- Must be able to successfully negotiate pricing, terms, and conditions with a range of suppliers and customers.
- Bachelor's degree in (BS) in Engineering or Business Administration.
- PMP, Prince2, Scrum Certification, or similar.
- Residence in the Gulf Region and willingness to relocate to UAE if necessary.
- Valid UAE or International driving license.
- Checkable work history for airport passes (security vetting may be required).
- This role may require regular travels for programs located outside of residency.
- Expert knowledge of MS Project and/or Primavera.
- Proficient in the use of Costpoint.
- QEHS requirements for ISO9001 / ISO14001 / OSHSAS 18001.
- Native Arabic speaker.
- Wide-ranging technical background.
- Contract Management experience of working with and managing of NEC 3 and NEC 4 contracts.
- CostPoint ERP and/or Salesforce CRM.
- Previous experience in all or some of the following areas:
- Automation.
- Automotive manufacturing.
- Mechanical/material handling.
- Conveyor systems.
- Robotics.
- Control systems.
- Electrical power systems.
- Airport civil works.
- H&S qualifications.
- Master's degree in Engineering / Business Management.
