Overview: We are seeking a dedicated Procurement Operations Manager to lead our procurement team in meeting organizational requirements while adhering to departmental Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).

Key Responsibilities:

  • Formulate and implement strategies for each category in alignment with the annual Procurement Plan.
  • Oversee the Request for Quotations (RFQs) and Request for Proposals (RFPs) to fulfill procurement objectives.
  • Coordinate procurement for school requirements to ensure timely delivery.
  • Engage in negotiations with suppliers to secure quality products and services.

Specific Duties:

  • Lead the team of procurement contracts and Vendor Management Specialists.
  • Act as the procurement lead on strategic initiatives, including technology projects and mergers.
  • Identify synergies to enhance the organization’s commercial benefits through economies of scale.
  • Review and provide feedback on award recommendations.
  • Conduct market analysis to identify suppliers, sources, and product availability.
  • Create dashboards for effective monitoring of procurement activities.
  • Ensure compliance with corporate governance in purchasing activities.
  • Resolve procurement-related challenges and maintain strong relationships with preferred suppliers to ensure quality goods and services at competitive prices.
  • Compile and analyze reports on progress and trends, providing actionable recommendations.
  • Perform additional tasks as assigned.

Qualifications:

Minimum Qualifications:

  • Graduate degree or relevant procurement-specific qualification.
  • CIPS certification is preferred.

Experience:

  • At least 8 years of procurement experience in the region, with a preference for experience in education procurement.

Knowledge & Skills:

  • Demonstrated success in developing advanced procurement processes.
  • Excellent communication skills in English; proficiency in Arabic is a plus.
  • Detail-oriented with strong multitasking and pressure management abilities.
  • Proficient in negotiations, stakeholder management, and ERP systems.
  • Strong understanding of agreements, terms, and conditions.
  • Dynamic personality suited for a fast-paced, multinational environment.
  • Familiarity with the education supplier landscape is advantageous.
