The British Embassy in Abu Dhabi has a vacancy for a COP28 Policy Manager. This is for a fixed-term contract until 31st March 2025.
The jobholder will be the embassy’s policy expert with oversight of all bilateral engagement with the UAE on climate change and the environment. Specifically, they will lead on liasion with UAE stakeholders throughout the UAE’s year as COP Presidency, which begins at the 28th Conference of the Parties (COP28) of the UN Framework Convention on Climate Change in December in Dubai, and into the 29th Conference of the Parties.
**Duties and responsibilities**
**Strategy and policy development**:
- Shape development of UK policy for COP28 and COP29 through researching, analysing and explaining UAE climate and energy trends and policy developments, identifying potential issues and providing expert advice on campaigns, programmes and submissions for ministers.
- Lead further development of the embassy’s climate, energy and nature delivery plan. Working closely and collaboratively with colleagues in UK government departments including the FCDO, DESNZ and Defra, and in the embassy including political, economic, science and innovation, development, trade investment, communications, programmes and corporate teams, to ensure the plan reflects the breadth of UK work on climate change whilst focusing on delivering a set of clearly identified priorities. This will include ensuring the work plan supports efforts towards long-term decarbonisation (Net Zero by 2050), resilience and adaptation objectives and mobilisation of finance, with the UK working in partnership with the UAE to implement and build on the achievements of COP26 and COP28.
- Take a leading role in the embassy’s COP28 and Net Zero Taskforce and internal embassy coordination to ensure cohesive and complementary ”One HMG” efforts across the post;
- Working closely with the Embasy’s Climate Change and Energy Policy Officer (HEO), who you will line manage, guide bilateral engagement on climate change and the environment beyond the UNFCCC context, including delivery of the UK-UAE memorandum of understanding on climate and environment collaboration.
- Develop ideas and proposals for projects in support of UK climate change objectives, including projects that could be funded by the UK’s Gulf Strategy Fund.
**Engagement**:
- Lead on UK policy engagement on climate change with the UAE system, including engagement with the Presidency team on joint priorities for the COP28 Presidency year, which runs to December 2024, to ensure strong delivery and ongoing high commiment to keeping 1.5 alive and to continue the legacy of COP26 in Glasgow;
- Develop and maintain strong relations with key stakeholders including in the UAE government, business, media and civil society, and with the UN and other diplomatic missions. Similarly, develop and maintain strong relations with key contacts in the UK government, acting as a focal point for climate policy requests from UK government departments;
- Represent the UK in external meetings and networks;
- Provide expert advice on how best to engage the UAE system on issues of importance to the UK, including advising on UAE priorities and local sensitivities;
- Provide advice and recommendations to other UK colleagues leading on COP29, drawing on experience and outcomes from COP28.
**Communications**:
- Work with communications teams to raise the profile of climate issues, UK climate action and partnerships with the UAE.
**Supporting senior visits to UAE**:
- Facilitate visits by UK Ministers and senior officials to the UAE in support of UK climate objectives, working with others to design and shape programmes that make best use of time to support policy, commercial and communications priorities, contributing to briefing packs and oral briefings, and providing timely reporting and analysis after the visits;
- Facilitate participation of UK delegations in high-profile climate related events in UAE;

**Line Management**:
1 x Climate Change and Energy Policy Officer (HEO).
- You will be responsible for the strategic direction and tasking of the policy officer whilst allowing them space to bring their own ideas and initiative.
- You will support the policy officer in their development.
- You will be responsible for appraisal and help resolve any pastoral issues.
