**CMAT (Compliance Monitoring and Assurance Testing) Objective and scope**

CMAT, a 2nd Line of Defense function under Group Compliance Department is accountable for independent compliance monitoring and assurance on adherence to Group Compliance policies, controls and new regulations requiring compliance monitoring, and providing independent assurance on the effectiveness/adherence of Compliance environment to ADIB Sr. Management and the Board. CMAT Team is responsible for the execution and delivery of CMAT reviews according to approved CMAT Plan across ADIB Group and is accountable to the Head of CG&A.

**CMAT Lead
- Role Purpose**

Compliance Assurance Lead role is to oversee and ensure adequate and complete execution and delivery of the Annual Compliance Monitoring and Assurance Testing Plan “CMAT”. CMAT Lead will support the enhancement of Compliance culture throughout ADIB and inputs into Compliance Risk Assessments to drive the preparation of the annual Compliance Assurance Plan.

**CMAT Lead Responsibilities **(high-level)
- Support the Development of risk based Annual CMAT Plan for UAE, IBG & Subsidiaries based on Compliance controls Library/Universe, and submission to the Head of CGA.
- Responsible for the annual review and update of CMAT Methodology, Working Programs and CMAT templates (e.g.: Announcements /RFIs/ Testing Sheets/ Draft and Final Reports and submit for the review of CMAT Sr. Leads
- Management (Team Leading) of CMAT Team and responsible for the end-to-end execution and delivery of CMAT Reviews including coordination, dissemination and satisfactory/timely closure of quarterly CMAT Reports according to the Approved Plan.
- Perform Compliance Monitoring & Testing activities and leading the planning, Walkthroughs, fieldwork and reporting of CMAT Reviews by CMAT Team on their assigned CMAT Reviews, and responsible for issuance of CMAT Reports.
- Ensure all issues/breaches identified during CMAT Reports are duly and adequately raised and tracked for action through ADIB GRC system.
- Assess controls design and operating effectiveness, review of evidence, documentation and compliance controls in adherence with compliance policies and regulatory obligations.
- Adequately and objectively discuss with Assessment Units observations, issues, recommendations and actions on identified gaps and resolve outcome on mitigating compliance gaps and controls environment adherence.
- Responsible for communicating material assurance findings and breaches to relevant stakeholders within ADIB.
- Responsible for overseeing CMAT recordkeeping, maintaining accurate audit trail with rationale and supporting evidence, liaison with key stakeholders on CMAT related queries/ feedbacks.
- Perform quality assurance throughout all stages of CMAT Reviews, ensuring quality reviews/reports are concluded and delivered in adherence with CMAT Methodology/ guidance.
- Provide CMAT Role-Based training to CMAT Team, and analysis of relevant CMAT data to help inform business decisions, action plans and any required enhancements.
- Execute any other tasks assigned by reporting manager or Head of CGA.

CMAT Methodology and Development of Working Programs

Testing Sheets and Working Papers completeness in shared folder for all CMAT Reviews

Weekly, monthly and quarterly CMAT MI, and Weekly CMAT Meetings and Minutes

Reporting issues/actions in CMAT GRC and tracking of actions closure

Delivery of CMAT Trainings

Timely review and approval of Internal Watchlist Additions/Deletions as delegated by Head of CG&A

**Skills/ Technical knowledge and Competencies required**
- BSC in business administration, Finance, Management Sciences, Risk Management or similar relevant field
- Knowledge of Compliance Programs and Compliance Policies & Procedures
- Minimum 5 years’ experience of in Auditing, Assurance, Testing activities and Independent Reports writing
- Knowledge of Compliance related areas such as KYC, AML, Sanctions, Regulatory Notices, etc.
- Strong knowledge and understanding of MIS reporting and Microsoft Office
- Fluent in English (ability to read and communicate in Arabic Language will be an added advantage).
- Analytical mind, strong communication, independent, team player self-motivated and detail oriented
- Ability to lead a team and oversee delivery of all assigned activities
