The ACFO will review, refine and maintain the University’s official chart of accounts and the accounting
and financial reporting structures.
- He/she will participate in the preparation of financial statements, review and analyze actual financial data

versus projections, ensure that appropriate balances are maintained and report on variances to University
management.
- He/she will assist Deans, department heads and appropriate staff regarding accounting policies and

procedures, and in the review of financial information.
- The ACFO will supervise the records systems for fixed assets and, in collaboration with the Contracts and

Purchasing Department, assume lead responsibility for the periodic inventory of university assets.
- He/She will develop internal control policies, guidelines and procedures to ensure that University resources

are monitored and measured appropriately and that risks assessments are conducted periodically.
- The ACFO will work collaboratively with senior staff in the Secretary General’s division and with academic

leadership to develop guidelines, procedures and proposals for multi-year revenue and expense forecast
models consistent with the University’s strategic plan.
- He/She will supervise the budget office in the preparation of an annual budget request to the University

Council and the federal government and in formulating allocation plans to colleges and departments.
- They will lead the budget office staff in the development, analysis and refinement of progressive and

entrepreneurial resource allocation methodologies and related benchmark studies.
- They will communicate budget information to senior management in an easily understood format and

respond to budget inquiries from Deans and department heads in a timely manner.

Minimum Qualification
- Knowledge of accounting principles and practices
- Proven experience in financial monitoring and reporting and development and implementation of internal controls in a complex, entrepreneurial environment
- Experience in the implementation and maintenance of sophisticated computerized data structures and databases required for University management
- Excellent planning, motivational and leadership skills
- Ability to adapt quickly in a constantly changing economic environment.
- The selected individual must also have a high degree of personal and professional integrity and be a good team builder
- Ability to establish and maintain effective working relationships with a wide variety of people inside and outside the university, including members of the public, staff and colleagues, and university senior administration.
- Excellent written and spoken English. Bilingual Arabic& English is preferred
- Bachelor’s degree in business administration, or closely related field from an accredited institution.
- A qualified accountant (CPA/CA) is preferred, although a capable senior manager with other relevant qualification(s) might be suitable.
- 7 to 10 years of progressively responsible financial management experience in a dynamic environment with three years in managerial level positions.
- Experience in managing financial operations in an academic environment with relevant international experience is preferred.

Bachelor’s degree in business administration & (CPA/CA)
