Mep Estimation Manager

_**Responsibilities**:_
- Study, analyze and evaluate tender documents from a technical point of view to identify risk factors, ensuring that technical terms comply with the relevant standards for the overall risk assessment and bid decision.
- Spearhead Estimation Dept. - Solicit and follow-up with the design/ drafting section during tender preparation for method optimizing to reach cost efficiency.
- Review and finalizes project cost estimates as prepared by the Estimation Engineers in terms of the required material as per bill of quantities, amount of work, material/ equipment/ and manpower requirements during the tendering phase.
- Liaise with the Procurement department to negotiate with approved vendors / suppliers and subcontractors for various supplies / material as per project (pre/post tender).
- Finalize estimation of all direct and indirect costs and consolidates tender documents for management review and approval.
- Provide all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advise the Project Manager on contractual rights, remedies which has been taken into consideration during tendering.
- Generate weekly tender status reports highlighting progress on concerned tenders.
- Prepare and generates monthly progress reports highlighting tender wins/ losses (indicating reasons) for review and verification of management.
- Advise in determining types of projects to bid, strategies, techniques, etc.
- Assign estimating work, coach, mentor and provide technical support to estimating team.
- Coordinate with estimating & planning engineers to resolve design/system conflicts as well as coordinates overall scope of work during proposal phase.
- Evaluate subcontractor and vendor proposals.
- Review final estimate packages for accuracy and completeness prior to formal quote.
- Participate in pre-bid meetings and corporate/client presentation meetings as required.
- Ensure historical data is documented and archived on each quoted project.
- Maintain databases of standard material costs and various market pricing models.
- Manage and monitors the performance of direct report and provides guidance to the Team

Detailed Responsibilities/ Requirements:
1. Able to use Intelligence Portals ( such as BNC, etc) to analyse market opportunities and reaching the key person for any prospective project opportunities

2. Strong experience & knowledge Mechanical Estimation (HVAC, PLUMBING, FIRE FIGHTING (Tender, Take-off, BOQ) Pre-Contract & Post Contract).

3. Preparation of Evaluation of Tender / Contract documents and Bill of Quantities

4. Responsible to Prepare tender proposal independently. (Both commercial and technical)

5. Specific knowledge of estimating, scheduling, purchasing, engineering principals and preparing BOQ

6. Preparation of Preliminary estimation, Budget estimation, Detailed estimation (With Rate Analysis) Insurance claims and administration, visiting site / attending pre-bid meetings.

7. Sending enquiries and obtaining prices, analyse prices, prepare material and labour cost estimation and bid price Conducting negotiations, Identification of cost or pricing data submitted during the negotiations and relied upon in reaching a settlement.

8. Preparation of List of Technical Queries for Consultant’s clarification

9. Collect Project Cost Data and Estimate the ETC (Estimate to complete) and EAC (Estimate at completion)

10. Prepare technical and commercial bid, follow up until finalization, Preparing Project Risk Analysis report.

11. Evaluate the supplier quotations against the tender requirements such as capacity, quantity, specifications, deviations etc. Make comparative analysis of all the quantity & use the optimum solution.

12. Good experience in preparing Value Engineering Proposals. (Alternative tender proposal)

13. Excellent Knowledge ADDC, ADCD, ADM & ADSSC rules & regulation and obtain authorities approval.

14. Analyse and evaluate market quotation technically and commercially.

15. Handle post tender clarifications from the client/consultant.

16. Knowledge of UAE local market. (Suppliers & sub-contractors)

17. Able to prepare quick estimates using minimum available documents.

18. Experienced in both Labor cost and material cost estimation.

19. Willingness to work extra hours to meet the tender submission guidelines

**Salary**: AED1.00 - AED2.00 per month
