**JobDescription** - HSE Engineer

**Job Profile **:To monitor and control all company purchases of goods and services for various departments as per the company purchase policy. He should have experience in Project QHSE Systems, coordination with Client / Consultant / Vendors / Sub-contractors / government authorities, Supervision of Civil infrastructure works for Electrical power networks in relation to Quality, health and safety processes.

**Detailed Roles & Responsibilities**:
**Purchase Responsibilities**
- Monitor and control all company purchases of goods and services for various departments as per the company purchase policy.
- Ensuring that the purchase policy is followed across the organisation.
- Ensure purchase orders are correctly prepared & forwarded to suppliers on time.
- Ensure the best rates & quality is obtained with best credit terms for all the purchases through competitive quotations.
- Coordination for department purchases and preparing the purchase orders for all the departments.
- Monitoring of all purchases and maintain a centralized control on all the purchases of the company.
- Prepare & submit monthly MIS reports related to purchases.
- Preparation of purchase orders, follow-up with departments for unmatched LPO’s, and ensure delivery of goods on time.
- Cost control by renegotiating deal done by departments and achieving the best possible market rates.
- Voucher matching the invoices with the orders for finance & corporate.

**QHSE Responsibilities**:

- Working knowledge of DEWA, RTA, DM related civil works and cabling work procedure for protection of corridors. (LV & HV)
- HSE Supervision in the field of safety for protection of Excavation, Dune sand filling and Backfilling works in RTA corridors. (LV & HV)
- Responsibility in the field of safety for protection Drilling (making profile also) and Road cutting works as per RTA regulations. (LV & HV)
- Responsible for company’s Quality, Health, Environment, Safety policy design and implementation.
- Knowledge of ISO 9001 - 2008, 14001 - 2004 EMS and OHSAS 18001 - 2007 and its implementation so as to compliance with legal legislations and loss prevention.
- To carry out and organize related HSE training, Induction, Auditing and Inspection of all construction and logistics activities in term of HSE requirements.
- Implementation and ensuring to adhere all the safety rules and regulations as per the local Codes of construction safety practice in the various construction sites to achieve the business goals and to enhance the safety culture of the organization.
- Specialization in EIA (environmental impact assessment surveys), Demolition waste disposal procedures including sewerage & industrial waste water, Solid & Hazardous waste, HSE management system, offshore safety, Project Emergency Plan & Procedures, Oil Spill contingency plans, HSE Regulation/Legislation manuals, HSE Plans and Philosophies, Safe Working Procedures, Permit To Work Systems, HSE Training Plans and Manuals, Firefighting systems designs.
- Carrying out formal audit plans and conduct audits accordingly interface with regulatory HSE bodies.
- Planning practical and effective methods, both preventative and remedial, of promoting health and safety and safe working practices.
- Organize Health, Safety & Security committee meetings.
- Experience in handling works relating to marking of corridor area, excavation of area as per the requirement, filling the area by the dune sand and normal sand, backfill and compact the area, reinstatement work and material reconciliation.
- Supervise all HSE matter relating to Cable Jointing & Termination 11kV to 33 kV.
- Submit the daily, weekly, monthly reports to Project Manager / Directors.

**Qualification requirements**:

- **Degree/ Diploma in Civil Engineering (Mandatory Requirement)**:

- **Diploma in Industrial safety (safety certification)**:

- **NEBOSH International Certificate & OSHA (Mandatory Requirement).**:

- 1-2 years of experience in UAE in safety for infrastructure works.
- Fluency in Hindi, and English is highly desirable.

**Computer Proficiency**

Office Packages : MSOffice - Word, Excel, PowerPoint and Access

**Education**:

- Diploma (preferred)
