**HSE /Staff Accommodation Supervisor**

**Main Responsibilities**:
**Implementing Safety Protocols: Developing and enforcing safety measures to prevent workplace hazards.**

Risk Assessment: Identifying potential risks and implementing strategies to mitigate them.

Compliance Monitoring: Ensuring adherence to UAE labour laws and safety regulations.

Training and Awareness: Conducting safety training sessions for employees to promote a culture of safety.

The Responsibilities will be

**1. Risk Management**

Hazard Identification:

- Identify workplace hazards, including fire risks, chemical exposure, and physical injuries from machinery.
- Evaluate risks associated with flammable materials like resins, solvents, and paints.

Risk Assessment:

- Develop mitigation strategies to minimize risks.
- Accident Prevention:

- Implement measures to prevent accidents, such as providing proper ventilation in areas with chemical fumes or ensuring clear evacuation routes.

**2. Compliance with Regulations**

Legal Compliance:

- Ensure adherence to UAE labour laws and health and safety regulations.
- Maintain up-to-date knowledge of safety standards like ISO 45001 and UAE Civil Defence guidelines.

Reporting:

- Prepare and submit compliance reports to regulatory authorities.
- Record workplace incidents and follow reporting protocols for serious accidents.

**3. Training and Awareness**

Employee Training:

- Conduct safety training sessions for all employees, focusing on:

- Proper use of Personal Protective Equipment (PPE).
- Safe handling of chemicals and hazardous materials.
- Emergency response procedures.

Specialized Training:

- Provide additional training for high-risk roles, such as welders and chemical handlers.

Awareness Campaigns:

- Promote a culture of safety through posters, meetings, and regular safety drills.

**4. Emergency Preparedness**

Emergency Plans:

- Develop and maintain emergency response plans for fire, chemical spills, or other incidents.
- Coordinate with local authorities like the fire department for mock drills and emergency response strategies.

Fire Safety:

- Oversee the proper placement and maintenance of fire extinguishers, alarms, and sprinklers.
- Conduct regular fire drills to ensure all employees are familiar with evacuation routes and procedures.

**5. Workplace Inspections**

Regular Inspections:

- Conduct routine inspections of production areas, storage facilities, and accommodations.
- Check for issues like unsafe scaffolding, improper electrical wiring, or blocked fire exits.

Equipment Checks:

- Ensure that machinery is regularly maintained and fitted with safety guards.
- Monitor the condition and availability of PPE like gloves, goggles, and respirators.

**6. Incident Investigation**

Root Cause Analysis:

- Investigate accidents or near-misses to determine their root cause.
- Recommend corrective actions to prevent recurrence.

Incident Reports:

- Document all incidents thoroughly and maintain records for future audits.

**7. Chemical Safety**

Storage and Handling:

- Ensure proper storage of flammable and hazardous materials.
- Implement spill containment measures and provide Material Safety Data Sheets (MSDS) for all chemicals.

Ventilation:

- Oversee ventilation systems in areas where fumes or dust are generated.

**8. Coordination with Management**

Safety Policies:

- Develop and enforce company-wide health and safety policies.
- Collaborate with management to allocate budgets for safety equipment and training.

Worker Feedback:

- Act as a liaison between employees and management for safety concerns.

**9. Industry-Specific Focus Areas**
- In a boat-building facility, the HSO should pay particular attention to:

- Hot Work: Ensuring safety during welding, grinding, and cutting activities.
- Flammable Materials: Managing resins, paints, and adhesives to prevent fire risks.
- Dust and Particulate Control: Mitigating hazards from fiberglass and wood dust.
- Heavy Machinery: Monitoring the safe use of cranes, forklifts, and other equipment.

**Camp Management Duties**

1. Supervision of Camp Operations:

- Oversee the day-to-day operations of the worker accommodation, ensuring smooth functioning and maintenance.
- Ensure camp facilities are clean, well-maintained, and meet regulatory standards.

Accommodation Allocation:

- Assign rooms or spaces to workers based on company policies.
- Maintain an up-to-date occupancy record.

Facility Management:

- Ensure proper maintenance of utilities such as water, electricity, and sanitation.
- Coordinate repairs and upgrades with the maintenance team.

Worker Welfare:

- Address worker complaints or grievances related to camp facilities or conditions.
- Ensure adequate recreational facilities and a positive living environment.

Inventory and Supplies:

- Manage inventory of camp supplies, such as bedding, toiletries, and first-aid kits.
- Coordinate the procurement of food, cleaning materials, and other essentials.
