**Role Description**

This is a full-time on-site role for a Quantity Surveyor at REEF Developments in Dubai. The Quantity Surveyor will be responsible for tasks such as cost control, preparing Bills of Quantities (BOQ), cost management, cost planning, and cost reporting.

**Job Overview**:
A Quantity Surveyor specializing in both procurement and construction functions in Dubai is responsible for managing the financial and contractual aspects of construction projects. This role involves cost estimation, budgeting, procurement of materials and services, and ensuring that all project activities comply with legal and regulatory standards. The QS ensures that projects are completed on time and within budget by coordinating closely with the procurement team, contractors, and project managers.

**Key Responsibilities**:
Cost Estimation and Budgeting:

- Prepare detailed cost estimates and budgets for construction projects, including materials, labor, equipment, and overheads.
- Perform cost analysis, value engineering, and feasibility studies during the planning stages of projects.
- Ensure all costs are managed within the established budget, making adjustments as necessary based on project variations.

**Procurement of Materials and Services**:

- Develop procurement strategies for sourcing materials and services needed for the construction project, ensuring competitive pricing and quality standards.
- Prepare tender documents and manage the tendering process, including the evaluation of bids and recommendations for contract awards.
- Negotiate and manage contracts with suppliers, subcontractors, and vendors to secure favorable terms and ensure timely delivery.

**Contract Administration and Management**:

- Administer construction contracts, ensuring compliance with legal requirements, project specifications, and industry standards.
- Monitor and control contract variations, making sure any changes to the scope of work are properly documented and priced.
- Resolve contractual disputes and manage claims in accordance with established procedures and laws.

**Cost Control and Reporting**:

- Track and control project costs throughout the construction lifecycle, identifying any cost overruns and recommending corrective actions.
- Prepare regular financial reports for stakeholders, including budget forecasts, cash flow reports, and cost-to-completion estimates.

Construction Site Management Support:

- Collaborate closely with project managers, engineers, and site teams to ensure that all procurement and cost management functions align with on-site needs.
- Conduct site visits to verify the progress of works, assess contractor performance, and ensure compliance with specifications and timelines.

**Valuations and Payments**:

- Carry out valuations of work completed on-site, ensuring that contractors and suppliers are paid according to the terms of the contract.
- Prepare interim and final accounts, ensuring all financial obligations are met.

**Sustainability and Green Building Initiatives**:

- Promote sustainable practices in procurement by sourcing environmentally friendly materials and adopting green building standards.
- Ensure that construction functions support Dubai’s sustainability goals, such as adhering to LEED certification requirements where necessary.

**Stakeholder Communication**:

- Maintain strong relationships with clients, contractors, and suppliers, providing regular updates on cost, procurement, and project progress.
- Collaborate with project managers to resolve any contractual issues that arise during the project lifecycle.

**Key Skills and Competencies**:

- Cost Management Expertise: Proficient in budgeting, forecasting, and cost control for construction projects.
- Procurement Knowledge: Strong understanding of sourcing materials and services, supplier evaluation, and contract negotiation.
- Contract Administration: Expertise in managing contracts, resolving disputes, and handling variations in project scope.
- Construction Knowledge: Deep understanding of construction processes, materials, and regulations, particularly in the Dubai context.
- Software Proficiency: Experience using cost management and procurement software such as AutoCAD, MS Excel, Aconex, and SAP Ariba.
- Analytical Thinking: Ability to analyze financial data, assess risks, and recommend strategies for cost savings.
- Communication and Negotiation: Strong communication and negotiation skills to manage stakeholders and contractual terms.
