Job Purpose

The purpose of the position of a VTS Operator is to deliver Vessel Traffic Services (VTS) in order to ensure the safe and efficient movement of vessels within the area of jurisdiction. Supervise the activities undertaken within a VTS Centre and ensure that the standards set by the authority are maintained.

Key Responsibilities

**Vessel Traffic Service Operator Obligations**
- The VTS Operator agree to meet their obligations as a VTS Operator, which includes but are not limited to:

- Acting with loyalty, honesty and good faith to the Authority including, but not limited to:

- The duty to exercise reasonable care and diligence.
- The duty not to make improper use of information;
- The duty not to make improper use of their position.
- Act appropriately as a VTS Operator, including but not limited to using Authority resources efficiently and effectively:

- Treating colleagues with courtesy, consideration and sensitivity;
- Treat other port users and members of the public with courtesy and in a professional manner;
- Being customer focused;
- Comply with any AD Ports policies and procedures as amended from time to time.
- Any work as reasonably directed by the Line manager as required provided it is safe to do so and is within the level of the VTS Operators skill, competence and training undertaken;
- Obtaining permission though the system from the Line manager before undertaking paid employment outside of that provided by the AD Ports. Refusals to grant permission will generally be for reasons of conflict of interest' or Occupational Safety and Health considerations.

**Vessel Traffic Service**
- Interact with ships to deliver the VTS services.
- Operate equipment for communications, data collection, data analysis and establishment of a traffic image.
- Transmit information at appropriate times, at the request of a vessel or when deemed necessary by the VTS, for example a sudden deterioration of weather conditions.
- Respond to emergency situations such as distress, marine pollution and other special circumstances defined for the VTS area.
- Where arranged, co-ordinate communications with ships, allied services and other agencies watchfulness and preciseness characterise a competent VTS Operator
- Maintain log of all events occurring within the port limit of responsibility.
- Provision of efficient and competent Vessel Traffic Services in accordance with the Port shipping requirements.
- Operate with the coordination of all arrangements for vessels arriving, anchoring, berthing, unberthing, shifting ship and departing.
- Completion of relevant pilotage documentation and accurate provision of information for all marine charges, such as Fresh water, pilotage, port dues, channel charges, anchorage, Pilot Boat, line handling, tugs, diving..ETC.
- Liaise with pilot boat crew, tug boats, linesmen, and lines boat and coordinate towage requirements.

Key Interaction

**Port Operations & Vessel Management**
- Ensure all Port berthing and navigational are compliant in line with relevant marine regulations.
- Provision of advice and expertise in marine related matters including planning, construction and maintenance of VTS equipment and marine structures.
- Coordinate with duty pilot, Sr. Pilot and line manager on reviewing shipping Movement plan and determine area of port congestion or conflict on vessel timing to eliminate or reduce any reason of delay by means of additional resources.
- Record all data related to vessel movement, activities, weather status, events and instructions.

**Internal Communication & Relationships**
- Positive contributions at meetings to assist with Port trade development and expansion planning.
- Liaise with Port personnel.
- Maintain positive relations with the senior Port management personnel.
- Interface with relevant Port personnel during Vessel movements.
- Advise and assist Port Management with operational, technical and environmental matters.

Required Qualification and Experience
- Current VTS Operator Certificate V103/1.
- 2nd Mates (FG) Unlimited certificate of competency.
- 1-year sea service as OOW on ocean going ships.
- Safety inducted.
