**Position Summary**: The HSE Manager is responsible for developing, implementing, and overseeing health, safety, and environmental programs to ensure compliance with regulatory requirements and promote a safe working environment. They will lead initiatives to identify and mitigate workplace hazards, provide safety training, and foster a culture of safety and environmental stewardship.

**Key Responsibilities**:

- **Health and Safety Management**:

- Develop, implement, and maintain health and safety policies, procedures, and programs to prevent accidents, injuries, and illnesses in the workplace.
- Conduct regular inspections and audits to identify hazards and unsafe conditions, and take corrective action to address deficiencies.
- Investigate accidents, near misses, and incidents to determine root causes and implement preventive measures.
- **Environmental Management**:

- Develop and implement environmental management systems to minimize the organization's impact on the environment.
- Ensure compliance with environmental regulations and permit requirements, including waste management, pollution prevention, and emissions control.
- Monitor environmental performance and implement measures to reduce the organization's carbon footprint and promote sustainability.
- **Risk Assessment and Management**:

- Conduct risk assessments to identify potential hazards and assess the associated risks to employees, property, and the environment.
- Develop and implement risk mitigation strategies and emergency response plans to address identified risks.
- Provide guidance and support to management and employees on risk management principles and best practices.
- **Training and Education**:

- Develop and deliver safety training programs for employees at all levels to raise awareness of health, safety, and environmental issues.
- Ensure that all employees receive appropriate training on safety procedures, emergency response protocols, and regulatory requirements.
- Promote a culture of safety and environmental awareness through regular communication and engagement activities.
- **Regulatory Compliance**:

- Stay abreast of federal, state, and local health, safety, and environmental regulations and ensure compliance with all applicable requirements.
- Monitor changes in regulations and update policies and procedures accordingly to maintain compliance.
- Interface with regulatory agencies and participate in inspections and audits as necessary.
- **Performance Monitoring and Reporting**:

- Establish key performance indicators (KPIs) to measure the effectiveness of health, safety, and environmental programs.
- Monitor and analyze HSE performance data to identify trends, opportunities for improvement, and areas of concern.
- Prepare and present regular reports to management on HSE performance, including metrics, trends, and achievements.

**Qualifications**:

- Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field; Master's degree preferred.
- years of experience in HSE management or a related field, preferably in an industrial or manufacturing environment.
- Professional certification in HSE management (e.g., CSP, CIH, CEP, CHMM) preferred.
- In-depth knowledge of health, safety, and environmental regulations and standards.
- Strong leadership, communication, and interpersonal skills.
- Ability to develop and implement effective HSE programs and initiatives.
- Proficiency in risk assessment and management techniques.
- Experience in incident investigation and root cause analysis.
- Familiarity with HSE management systems (e.g., ISO 45001, OHSAS 18001, ISO 14001).

- Strong problem-solving and decision-making skills.
- Ability to work independently and collaboratively in a team environment.
- Willingness to travel occasionally for site visits, meetings, or training.
- Commitment to continuous learning and professional development in the field of HSE.

**Reporting Structure**: The HSE Manager typically reports to the Director of Operations, Plant Manager, or another senior-level executive, depending on the organizational structure.

**Working Conditions**: This position may require working in both office and industrial settings, with potential exposure to hazardous materials or conditions. Personal protective equipment (PPE) may be required in certain environments.
