**Job Summary**

Subject Matter Expert (SME) will support a Roles and Missions workstream to review existing client organizational capabilities. The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required. This position requires extensive infrastructure security experience at the national or state level to achieve the organization’s target mandate and missions. Areas of focus include land and maritime-based critical infrastructure protection and security from land and maritime terrorist threats. SME must have the infrastructure protection and security experience to assess the roles, missions, functions, and competencies to support the development of required capabilities for the UAE National Guard. SME must have experience in developing capability development plans, including defining core mission areas and defining core competencies to enable these capabilities. Experience assessing the existing organizational design, identifying capability gaps, and formulating solutions is desired. The SME must have a clear understanding of Infrastructure Protection and Security Roles, Responsibilities and Organizations, and how those concepts and capabilities can be scaled and adapted to support establishing the desired client capabilities.

**Essential Functions**
- Coordinate, as required, with the remote pool of functional SMEs for specialist on-demand support
- Provide appropriate recommendations to the Program Manager to support on-time development of required client organizational capabilities
- Identify and document Lessons learned throughout development of required organizational capabilities
- Exhibit culturally appropriate interpersonal and negotiation skills

**Required Qualifications**
- GS-14/15 Critical Infrastructure Analyst, or equivalent infrastructure protection and security experience
- Excellent written and verbal communication skills
- Demonstrated ability to work with mínimal oversight in a variety of roles
- Demonstrated management and planning skills
- Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
- Possess active Secret or higher security clearance or have the ability to obtain an interim clearance
- Possess a valid National Passport (with more than 6 months to expiration)
- Previous work experience in the Middle East is preferred

**Education and/or Experience**:

- Master’s Degree in Critical Infrastructure Systems or equivalent engineering discipline
- 10 or more years’ experience as an expert technical authority for DoD or Department of Homeland Security critical infrastructure assurance assessment programs
- 5 or more years’ experience developing programs, analytic structures, and decision support tools that assure integrity and adequacy of critical infrastructure
- Experience producing analytic methods and evaluations to assess infrastructure vulnerabilities to threats and environmental factors
