**Quantity Surveyor - 6 months project - extendable**
**S**trong interpersonal skills to work with team members, clients and suppliers.
Negotiation skills to work with suppliers and make better deals for the company.
An understanding and working knowledge of P2P software platforms viz Oracle Fusion,
Good attention to detail to ensure all Contracts purchase orders are accurate
Ability to travel domestically 25-50% of time
Able to work in a fast-paced environment with the ability to evoke critical thinking.
**Qualifications**:
Degree or Diploma in Civil Engineer and/or Quantity Surveying with 3 - 5 years UAE Procurement experience in computerized environment.
Working towards Membership of Professional Body (RICS or CIOB), with a minimum intermediate Level Qualification
Good understanding of commercial and financial acumen
Good knowledge of one or more complex functional or business area
**Technical Skills**:
Autocad
Competent user of Microsoft Office: Word/Excel/Power-point
Communication skills
Time-management skills
**Minimum Experience**:
Must have a minimum of 3-5 years of work experience in similar role
Track record of success in supporting a main contract
**QS Responsibilities**:
- Manages the daily activities of our estimation department.
- Determines necessary resources for projects within budgetary constraints and calculates estimated costs.
- Develop tender cost summaries including equipment, materials, and labour calculations for final approval.
- Responsible for researching and sourcing sub-contractors & servicing, purchasing products from UAE market for the company
- Assist the Director - Procurement & Director - Projects on negotiations with the suppliers in order to reach the approved budget by the management.
- Implements technical estimating standards and procedures and oversees the work of project estimators.
- Log proposals and tenders into our company database for cost tracking and historical information.
- Responsible for timely and accurate submission of bids, post-tender amendments as and when required.
- Prepares value engineering proposals as and when directed by the management or called for in the tender documents.
- Preparing of detailed budgets for projects based on accepted bid prices.
- Review, provide feedback and evaluate performance of estimators.
- Post tender & Pre tender Q.S work.
- Prepare and build up BOQ from design drawings.
- Estimate and confirm tender BOQ quantities.
- Prepare tender requirements, including technical and commercial proposal.
- Prepare comparison sheet for sub-contractors & suppliers assuring their compliance with the project requirements.
- Explore potential suppliers, service providers, contractors in UAE and encourage them to register in company i-Portal.
- QS’s job is to vet Contractors/Service Providers/suppliers and secure the best goods or services at the lowest costs adhering company policies & Procedures
- Maintain the confidentiality of the information relating to work, to protect the interests and activity of the Company
- Compliance with the laws and regulations stipulated in the system of labour policies and administrative regulations (Attendance, Absence, Career commitment).
- Receive purchase requisitions through Oracle.
- Request for prices from suppliers in the event of a direct purchase order.
- Conduct tenders (competitive offers) upon obtaining the required administrative approvals.
- Explore potential suppliers, service providers, contractors in UAE and encourage them to register in company i-Portal.
- Communicate with departments to ensure response to project inquiries during the offering period.
- Respond to internal customers.
- Ensure that the incoming prices are analysed and placed in the comparison templates and provide detailed proposals.
- Receive and follow up on committee reports and register them in the purchasing system.
- Convert electronic files to start contracting or issuing purchase orders.
- Address suppliers and set up the required contact points to facilitate procurement operations.
- Follow up on receiving Tender Bond, bank guarantees from suppliers and handing them over to the Finance Unit.
- Follow procedures to retrieve bank guarantees after the end of the tender period, in coordination with the Finance Unit and suppliers.
- Follow up on the collection of the required fees as required by the company.
- Cancel or modify purchase orders in the event that they do not meet the conditions or violate the regulations of the company.
- Participate in and contribute to the Supplier Qualification and Performance Evaluation Committee on a regular basis.
- Perform any other responsibilities relating to this job request or work task as allocated by the Line Manager.
