Proposals Manager

Estimate scope for a variety of small, medium and large modular building projects in Oil and Gas Industry (Offshore / Onshore) or Petrochemical Refineries using appropriate tools and systems.
- Responsible for providing complete quantity take-off, analysis, and estimate, and studies for all deliverables involved in the assigned scope.
- Identify design and constructability issues and analysis to determine constructability.
- Define more cost-efficient alternatives to the proposed scope of project.
- Act as a connection between subcontractors, design team (architects, engineers, consultants), and client.
- Responsible for preparing and assembling bids and proposals for various contract types.
- Collaborate with operations staff and other estimators to ensure that General Conditions and Requirement items are appropriately captured in the estimate.
- Perform assessment on subcontractor proposals to ascertain if scope is covered and also manage the risk of scope gaps.
- Proffer suggestions to the Chief Estimator or appropriate authority for contemplated expenditures.
- Engage design/execution/peer input as required.
- Ensure all assumptions / clarifications are properly documented.
- Provide support for any selection and optimization during project development.
- Support project team in identification, evaluation and capture of capital efficiency opportunities and estimate risks.
- Perform cost reconciliation to previous estimates as project develops.
- Work with Benchmarking group to develop relevant benchmarks to be included in the estimate confidence package.

**Job requirements**:

- Degree in Mechanical Engineering, Engineering Technology or Construction Management from a recognized university.
- Minimum 3 to 4 years of prior experience in EPC or Project Management in the Oil and Gas industry.
- Preferred; experience on an executing project.
- Preferred; prior experience interfacing with contractors or teams remotely across multiple countries
- Minimum 2 years of experience in cost estimation or proposal execution of Modular buildings.
- Good to have: Experience in cost estimation of Modular buildings like E houses, Substation Buildings, ITR’s, ETR’s, LER’s, Control Rooms, Data centres, Accommodation modules, living quarters, etc.

**Job Types**: Full-time, Permanent

**Salary**: AED11,000.00 - AED13,000.00 per month
