We are seeking an HR Operations Manager to support our manufacturing plant in Dubai, ensuring seamless HR functions and employee welfare for our diverse workforce.

Job Summary

The HR Operations Manager – Manufacturing Plant is responsible for overseeing and executing HR functions at the factory level, ensuring alignment with organizational goals and compliance with UAE regulations. The role involves managing workforce planning, employee relations, performance management, compliance, and HR operations specific to a manufacturing setup. Additionally, the HR Operations Manager will oversee accommodation, food, and transport arrangements for 250 factory workers and act as a liaison with DAFZA and Dubai Commercity authorities to ensure regulatory compliance and operational support.

Key Responsibilities

HR Operations & Compliance:

  • Manage end-to-end HR operations for the manufacturing plant, including attendance, leave, payroll inputs, and timekeeping for 250 factory workers and staff-level employees.
  • Ensure compliance with UAE labor laws, factory regulations, DAFZA and Dubai Commercity requirements, and occupational health and safety standards.
  • Handle audits and maintain statutory records (e.g., PF, ESI, labor returns, visa documentation) in coordination with DAFZA and Dubai Commercity authorities.
  • Act as the primary liaison with DAFZA and Dubai Commercity authorities to facilitate permits, visas, labor quotas, and other regulatory requirements for the plant.

Employee Welfare & Logistics:

  • Oversee accommodation arrangements for 250 factory workers, ensuring safe, clean, and compliant living conditions in coordination with third-party providers.
  • Manage food arrangements for factory workers, ensuring nutritious meals are provided in compliance with UAE health and safety standards, and oversee catering contracts.
  • Coordinate transport arrangements for 250 factory workers, ensuring timely and safe commuting between accommodation and the plant, managing transport vendors and schedules.
  • Address employee concerns related to accommodation, food, and transport, ensuring high satisfaction and welfare standards.

Employee Relations & Engagement:

  • Address grievances, conduct disciplinary processes, and maintain positive employee relations to foster industrial harmony within the plant.
  • Drive engagement programs and welfare activities tailored for factory workers, such as cultural events, health camps, and recreational initiatives.
  • Act as a liaison between factory workers, staff, and management to resolve conflicts and ensure a collaborative work environment.

Talent Acquisition & Onboarding:

  • Coordinate with the recruitment team to fulfill manpower needs for the plant, focusing on blue-collar and staff-level roles across diverse nationalities (Philippines, India, Nepal, Pakistan, Bangladesh).
  • Conduct interviews, onboarding, and orientation sessions for factory workers and staff, ensuring smooth integration into plant operations.
  • Liaise with DAFZA and Dubai Commercity for visa processing, labor approvals, and onboarding documentation for international hires.

Training & Development:

  • Identify skill gaps among factory workers and coordinate technical and soft-skill training programs to enhance productivity and safety on the shop floor.
  • Maintain training calendars and records, ensuring compliance with DAFZA and Dubai Commercity training requirements for factory operations.
  • Conduct regular safety and compliance training to meet occupational health and safety standards.

HR Data & Reporting:

  • Maintain HR dashboards for attrition, manpower, absenteeism, and other KPIs specific to the manufacturing plant.
  • Provide periodic reports to HR leadership and plant management on workforce metrics, compliance status, and employee welfare initiatives.
  • Track and report on accommodation, food, and transport arrangements to ensure cost-efficiency and employee satisfaction.

Qualifications & Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field is desirable.
  • 5–8 years of experience in an HR role, preferably in a manufacturing or plant-based environment in the UAE is a must.
  • Strong knowledge of UAE labor laws, DAFZA and Dubai Commercity regulations, statutory compliance, and HR best practices.
  • Proven experience in managing employee welfare logistics (accommodation, food, transport) for factory workers in a manufacturing setup.
  • Proficient in MS Office and HRIS systems; experience with payroll and timekeeping software is a plus.
  • Excellent communication, problem-solving, and collaboration skills to manage a diverse workforce.
  • Ability to liaise with regulatory authorities (DAFZA, Dubai Commercity) and manage compliance requirements.
