Parsons is looking for an amazinglytalented QHSE Manager to join ourteam In this role, you will be providing allnecessary assistance to the construction supervision team withrespect to all rail project quality, safety, health, environmental,and sustainability issues.

TheQHSE Manager provides a focal point for all quality, occupationalsafety, health, environment, and sustainability issues throughoutthe rail design and construction contract by reviewing thecontractor’s quality, environment, sustainability, andsafety submittals (i.e., HSE Plans, MSRA), visiting the site,chairing the weekly quality and safety meetings, following up onnon-conformances, and taking a lead role in ensuring the contractorcomplies with his approved Quality Plan, OSH and CEMP andattends/conduct regular QHSE audits. In addition, review andapprove the Quality Plan, OSH Plan, and CEMP of the contractor andhe will monitor the implementation of the quality, safety, health,environment, and sustainability of the project scope of work andensure compliance with the Etihad Rail, Abu Dhabi Quality, OSH andEAD regulations including OSHAD System Framework, EAD, andITC.

What You'll BeDoing

  • Develop and implement and maintaindesign, office, and project QHSE and Sustainability plans,programs, and reports.
  • Provide technicalsupport, review, supervision, and assignment of tasks to projectsQHSE and Sustainability managers.
  • ProvideQuality Systems leadership using the ISO 9001 Standard as the basisfor process development and optimization, procedure development,data collection and reporting, and Quality Systemstraining.
  • Conduct Sector safety managementsystems review and implementation of the Estidama credits onprojects during design and construction phases Coordinate with thedesign team on the compliance of sustainability requirements forthe project.
  • Experienced in the monitoring ofthe project’s sustainability and environmental complianceto legislative or contractualrequirements.
  • Advise the Sector Manager andProgram Directors of project safety performance on a regularbasis.
  • Provide Parsons and contractor personnelwith regular technical QHSE and Sustainability training, perprogram requirements and needs.
  • Assign andprovide technical supervision of safety performance,qualifications, and programs.
  • Reviewcontractors on the bid list with regard to safety performance,qualifications, and programs.
  • Conduct regularHSE audits through review and analysis of the performance of safetyrecords and safety inspections of various offices and projects incompliance with ESHARP Management to ensure HSE considerations areintegrated into work planning andactivities.
  • Assist the Workers’Compensation Analyst in coordinating medical care and casemanagement of employees injured at companyfacilities.
  • Review of material submittals andmethod statements to ensure compliance with specifications,targeted credits under Estidama and environmental bestpractice.
  • Provide leadership to qualityprofessionals and the development and implementation of Qualitysystems, procedures, and related qualityactivities.
  • Regularly interact withsenior-level representatives from a variety of functional groups,including program management, design/engineering, construction, andother personnel.
  • Develop and maintains QualityPolicy, processes, procedures and relateddocuments.
  • Review Quality Manuals, documents,and implementation procedures to verify compliance with industrycodes and standards, regulations and regulatorycommitments.
  • Perform and adequately documentsinternal quality audits and manages all related follow-upactivities. Audits conducted to assure compliance withParsons’ standards, contract requirements, and applicablecodes, specifications and drawings, including but not limited todesign, engineering, estimating, procurement, project controls,Vendor/Subcontractor management, receiving, handling &storage, Construction, etc.
  • Reviews losscontrol reports from company insurance carriers and regulatoryinspection agencies and confers with appropriate managementrepresentatives on compliance with regulations andcitations.
  • Conduct contractor pre-qualificationactivities against company requirements and advisesoperations/management on contractor level of HSE competency,qualification, and past performance.
  • Review andmonitor implementation for contractors’ project safetyplans.
  • Participates with HSE Staff recruiting,annual performance review, and direct daily interaction with andmanagement of multiple directreports.
  • Coordination and assistance with theproject’s Pearl Qualified Professional to collate anddocument construction compliance with the targeted credits underEstidama, reporting progress on a weekly basis, and noting anydeviations by the contractors from the agreedstrategy.

Desired candidate profile
  • Provide expertise and technical assistance tosite management for the implementation of the ESHARP Manual andclient QHSE processes.
  • Ensuring environmentaland sustainability objectives are achieved during the design andconstruction for the projects
  • Receivesassignments in terms of broad objectives from the Project Director,GBU SH&E Director and Abu Dhabi Sector HSE Manager inconjunction with Project Management.
  • Reviews,interprets, and provides assistance on safety regulations andstandards.
  • Participate in the Accident/Incidentinvestigation and lead the project team in identifying the RootCause and provide guidance on reporting to the Sector RegulatoryAuthority.
  • Monitors project safety performanceand conducts project audits and safetyinspections.

What Required SkillsYou'll Bring

  • Bachelor's Degree inOccupational Safety and Health or any engineeringmajor
  • Minimum 15 years of Rail Design andConstruction work experience in the field of HSE, includingManagerial role experiences, related work experience in the fieldof Quality, including 5+ years’ experience in managementcapacity
  • Lead Auditor certification (ISO 9001or equal) or ASQ certification (CMQ/OE, CQA, orCQE).
  • Professional certification (i.e., CSP,NEBOSH Diploma, NVQ Level 6, IOSH, orsimilar).
  • Requires thorough knowledge of ISO45001, ISO 14001, OSHAD SF, EAD regulations and reportingprocedures, as well as an in-depth understanding of safetymanagement systems and procedures
  • Soundknowledge of all phases of design and constructionprojects.
  • Excellent presentation skills fordelivery of health and health and safety-related trainingprograms.
  • Proactive must keep up to date withlegal and professional changes associated with public health andoccupational health and safety.
  • Ability to workindependently with minimal direction oroversight.
  • Requires management ability andknowledge of Quality Management practices, processes, and currenttechnology.
  • Requires thorough experience indirecting and implementing quality management systems and standardsspecified by ISO 9000.
  • Strong interpersonal andskills to work with other departments in a tactful and effectivemanner.
  • Strong assessment and problem-solvingskills
